Executive recruitment company Monroe Consulting Group Philippines is recruiting on behalf of a globally recognized manufacturer specializing in high-quality, customized orthopedic footwear.
Our client is seeking an experienced HR and General Services Manager to lead the organization's human resources and general services functions. The role is responsible for driving strategic HR initiatives across talent acquisition, talent management, learning and development, organizational development, employee relations, compensation and benefits, and general services to strengthen organizational capability and support business growth. This is an onsite position based in Pulilan, Bulacan.

Job Summary: The Human Resources and General Service Manager is the overall responsible for the planning, overseeing, monitoring and evaluation of the design, conduct, and implementation of strategic human resource planning system that integrates overall human resource functions in talent acquisition, talent management, training and development, organization development, compensation and benefits, and industrial relations that will enhance the value of HR in the organization and develop organizational capability. The job holder will synergize with all managers in supporting corporate initiatives to develop, implement and maintain sustainable growth, and help employees attain continuous improvement. She will support the general service needs of all corporate executives, partners, and clients during their visit to the company. She will develop a sustainable recruitment policy and hiring process to meet the organization's needs. The jobholder will be a member of the Operational Management Team.

Duties and Responsibilities:

• Plan, manage, oversee, monitor, and control proper and standard administration of personnel policies and procedures on compensation, benefits, talent acquisition, training, employee discipline, timekeeping, employee demographics and information database, and other HR functions and services to establish sound and quality professional relationship between management and its employees and to minimize and address labor related issues and concerns.
• Ensure strict compliance to establish and newly installed external and internal corporate regulations, policies, and procedures related to human resource processes and systems.
• Contract outside suppliers to provide employee services (contractual/temporary staffing agencies, search firms, payroll outsourcing or relocation services) when necessary.
• Give Professional advice to the department managers in solving employee relation issues.
• Keep abreast of changes in governmental regulations that will affect company manpower activities and employees' benefits.
• Work actively with all department managers in the implementation of performance management system, training and development activities, coordinate and monitor overall implementation.
• Recommend, and/or approve plans and programs related to employee welfare and services, occupational health and safety, employee motivation programs, counseling, rewards and recognition, and employee communication to fortify employee well-being, human potential, and employee-management relationship, and enhance overall labor productivity.
• Responsible for overall aspects of administration and implementation of compensation and payroll system for general employees.
• Leads the department in compliance with the requirements of ISO 9001 and ISO 13485 and 5S + 2 programs accordingly.

Other Tasks:

• Ensures general service support for all corporate officers, business partners, clients, and consultants during their company visits.
• Coordinate with government agencies such as the Department of Labor and Employment, SSS, PhilHealth on matters pertaining to company and employees' welfare.
• Communicate with private agencies for support related to general services, labor issues, training, and development.
• Manage janitorial and security services of the company.
• Ensure good community relations.
• List of regular reports and records under the incumbent's custody. e.g. payroll summary, plantilla etc.
• Filing records of memorandum to 201 files for Managerial Positions
• Department/sections of position within the organization to which regular coordination is needed to deliver task. e.g. accounting payable.
• Coordinates with department manager/supervisors/staff in relation to issuance of memorandum
• Coordinates with department manager/supervisor/staff in relation to schedule of shuttle service
• Institution/government office etc. outside the organization to which regular coordination is needed to deliver task e.g. DOLE.
