Accountant (Grants and Contracts Management)

The Accountant – Grants & Contracts Management plays a key role in ensuring the financial integrity, compliance, and accurate reporting of CARE’s donor-funded portfolio, including grants, contracts, subawards, gifts, and donations.
This role is responsible for setting up and maintaining funding structures in CARE’s financial systems and ensuring that all awards are properly tracked from initiation to closeout. You will work closely with headquarters teams, country offices, and global stakeholders to ensure accurate financial management, strong compliance, and timely reporting.
Award Setup & Financial Data Management
- Set up awards in PeopleSoft, including project IDs, fund codes, budgets, and revenue attributes
- Validate donor agreements, budgets, and financial documentation for accuracy and compliance
- Maintain complete and audit-ready award records throughout the lifecycle
- Process award amendments, budget changes, and system updates
- Resolve JIRA tickets related to award setup and data issues
- Support award closeout, including reconciliations and final donor reporting
Financial Reporting & Portfolio Management
- Prepare accurate donor and management financial reports
- Conduct portfolio reviews focusing on burn rate, compliance, receivables, payables, and net assets
- Identify financial risks, variances, and compliance gaps and recommend solutions
- Collaborate with HQ and country teams to resolve financial issues
- Monitor reporting deadlines and ensure complete documentation for audits
- Support cash drawdowns, refunds, and collections
- Prepare SEFA and ensure proper reconciliation of grants and expenses
Global Oversight & Compliance Monitoring
- Monitor compliance across the full award lifecycle (pre-award to closeout)
- Track key compliance requirements including match funding, VAT, ICR, cost recovery, and donor reporting obligations
- Maintain award tracking logs (milestones, NCEs, closeout requirements, etc.)
- Support subrecipient monitoring and validation of financial reports
- Ensure proper documentation for audits and donor requirements
- Coordinate with stakeholders on budget realignments, adjustments, and compliance actions
- Prepare global award management reports and compliance summaries
Audit & Controls Support
- Support internal and external audits through documentation preparation and issue resolution
- Participate in compliance reviews and implement corrective actions
- Strengthen internal controls and improve financial processes
Capacity Building & Process Improvement
- Provide guidance and training to country office finance teams and new staff
- Support project setup, implementation, and closeout processes
- Assist in system testing, troubleshooting, and process improvements
- Contribute to initiatives that improve accuracy, efficiency, and transparency
Qualifications
- Bachelor’s degree in Accounting, Finance, Business Administration, or related field
- At least 5 years of experience in accounting, grants management, or contracts administration
- Strong knowledge of grants, budgets, reporting, and financial compliance
- Experience handling awards, subawards, or contracts
- Proficiency in ERP/finance systems and MS Office (especially Excel)
- Strong analytical, organizational, and communication skills
- Excellent English communication skills (written and verbal)
- Ability to work in a fast-paced, global, and deadline-driven environment
- High attention to detail and confidentiality
Bonus if you have
- CPA, CMA, or relevant postgraduate certification
- Experience in international NGOs or multi-country donor-funded programs
- Familiarity with PeopleSoft or similar ERP systems
Work Location: Hybrid remote in Ortigas
