Manager, Finance

About the role

The Manager, Finance is responsible for the financial management of the Philippines country office portfolio, which may include projects funded by multilateral, bilateral, and private donors. The role operates with moderate autonomy under the direction of the Senior Director, Country Office, and is accountable for accounting and general ledger management, budget and grants management, financial reporting, treasury operations, financial compliance, and audit support. The Manager, Finance supervises the country office finance team and liaises with donors and sub-recipients for the country's portfolio, representing Helen Keller at donor and project partner meetings.

Key responsibilities

• Lead accounting, general ledger, monthly close, cash management, and audit for the country office, ensuring strong internal controls and segregation of duties.
• Coordinate and prepare the annual and mid-term country office budget, monitor project implementation and expenditure, and prepare donor financial reports, accruals, and forecasts.
• Supervise and develop the country office finance team, maintaining clear segregation of duties and cross-training staff to ensure continuous coverage.
• Serve as the country office's principal finance liaison with donors and sub-recipients, representing Helen Keller at donor and project partner meetings.

About you

• Bachelor's Degree in Accounting, Finance, Business Administration, or a related field required.
• Professional certification such as a Certified Public Accountant or Association of Chartered Certified Accountants designation strongly preferred.
• 6–8 years of relevant experience, including at least 3 years leading a finance function or team.
• At least 3 years of experience working in the Philippines or the Southeast Asia region.
• Demonstrated experience managing the finances of multi-donor portfolios, including foundation and bilateral donor-funded projects, with strong working knowledge of donor compliance requirements.
• Proven track record leading general ledger, monthly close, audit, and cash management functions.
• Experience supervising and developing finance and accounting teams.
• Strong experience preparing proposal budgets, budget narratives, and budget amendments, and reconciling donor financial reports to the general ledger.
• Working knowledge of accounting software and financial systems such as QuickBooks, Serenic Navigator, or a comparable enterprise resource planning system.
• Advanced Excel skills; excellent written and spoken English required; working proficiency in Filipino or Tagalog preferred.
