Estimating Manager

Pacific Building Systems (PBS) is a pre-engineered metal building (PEMB) manufacturer seeking a skilled and motivated Estimating Manager to lead and oversee all estimating operations for pre-engineered metal building (PEMB) projects. This position is responsible for managing the estimating team, developing competitive and accurate proposals, establishing estimating standards, and ensuring all quotations align with company profitability

objectives and customer requirements.

The Estimating Manager serves as the technical and operational leader of the estimating department, driving quality, consistency, efficiency, and continuous improvement across all estimating functions. Working closely with Sales, Engineering, Drafting, Procurement, Manufacturing, and Project Management teams, this role plays a critical part in supporting company growth, customer satisfaction, and successful project execution.

Responsibilities

Estimating Operations Management

• Oversee the day-to-day operations of the Philippine estimating team to support the timely and accurate completion of quotations.
• Manage estimating assignments and priorities based on biddue dates, project complexity, urgency, and available manpower.
• Review the estimating queue and follow up on delayed oraging assignments requiring attention.
• Coordinate the prioritization of new quotes,revisions,change orders, and urgent estimating requests.
• Balance workloads and reassign tasks when necessary tomeet changing operational requirements.

Team Leadership and Performance Management

• Supervise, guide, and support estimators in fulfilling their assigned responsibilities.
• Monitor employee performance against applicable expectations for work quality, productivity, turnaround time, and attendance.
• Provide constructive feedback and coaching to address performance concerns and recurring work-related issues.
• Delegate responsibilities appropriately and promote accountability, ownership, and independent problem-solving.
• Identify employees who are ready to assume additional responsibilities and support the development of team members for higher roles.

Quality Assurance and Estimating Accuracy

• Establish and maintain quality-control procedures for estimating deliverables.
• Oversee the Philippine estimating checking process before quotations proceed to the next applicable review stage.
• Ensure that checking requirements are appropriate to the complexity and risk of each project.
• Review significant or recurring estimating errors and coordinate corrective actions to improve accuracy.
• Ensure that checking comments are clearly documented and that required corrections are incorporated into estimating files.
• Address quality concerns involving pricing, material quantities, scope requirements, and other applicable project details.

Technical Estimating Support

• Provide technical guidance on complex, unusual, or high-value pre-engineered metal building (PEMB) projects.
• Assist estimators in interpreting project specifications, drawings, addenda, and other bid documents when clarification is needed.
• Guide estimators on estimating assumptions, material requirements, building components, design criteria, and applicable estimating standards.
• Resolve technical estimating questions and coordinate with appropriate US personnel or other departments when additional clarification is required.
• Review unusual project conditions and determine when additional technical review or escalation is necessary.

Process Improvement and Standardization

• Develop, document, and maintain estimating procedures, internal guidelines, and standard work practices.
• Identify workflow inefficiencies, recurring bottlenecks, and unnecessary rework.
• Recommend process improvements to streamline estimating activities and reduce avoidable delays and clarifications.
• Standardize the documentation of revisions, corrections, and other relevant workflow issues.
• Implement approved process changes and communicate revised procedures to the team.

Coordination and Communication

• Coordinate with US estimating management regarding technical clarifications, changes in estimating procedures, and issues requiring alignment between the Philippine and US teams.
• Liaise with relevant departments or personnel to resolve project-specific concerns affecting estimating requirements.
• Communicate applicable technical decisions, estimating clarifications, and approved procedural changes to the team.
• Escalate unresolved technical or operational issues requiring management direction or approval.
• Ensure that important decisions and clarifications affecting estimating practices are communicated to the appropriate personnel.

Estimating Software and System Support

• Assist the team in resolving workflow issues involving MBS, QuoteGen, and other estimating tools.
• Coordinate the investigation and resolution of system-related concerns affecting estimating activities.
• Report recurring software issues to the appropriate support personnel and follow up as necessary.
• Support consistent use of estimating systems and compliance with established file-management and documentation procedures.

Management Support and Operational Continuity

• Support management initiatives related to estimating operations, team capability, and departmental effectiveness.
• Provide recommendations regarding staffing needs, employee development, and operational resource requirements when necessary.
• Identify operational risks and recommend appropriate actions to maintain continuity of estimating activities.
• Support the delegation of responsibilities and development of capable team members to reduce dependency on individual personnel.
• Maintain appropriate operational documentation to facilitate knowledge transfer, succession planning, and management transitions.

QUALIFICATIONS

Required

• Minimum of 3 years of experience in pre-engineered metal building (PEMB) estimating.
• Proficiency in MBS and MBS Project software for PEMB estimating.
• Ability to read and interpret architectural drawings, structural drawings, project specifications, and other bid documents.
• Working knowledge of PEMB components, estimating practices, and applicable building codes and load standards.
• Strong understanding of material takeoffs, quotation preparation, pricing, and scope evaluation.
• Strong analytical skills, attention to detail, and soundprofessional judgment.
• Demonstrated leadership, decision-making, andproblem-solving abilities.
• Strong written and verbal communication skills, including the ability to communicate effectively with Philippine and US personnel.

Preferred

• 5 or more years of experience in PEMBestimating, preferably involving complex projects.
• Previous experience in a supervisory, team lead, or estimating management role.
• Experience in estimate checking, technical review, or mentoring other estimators.
• Experience working with US-based estimating teams or within a US-oriented estimating operation.
