In the Philippines, AGCI's work is focused on the prevention of Online Sexual Abuse and Exploitation of Children (OSAEC) through a community-based Child Advocacy Center model. AGCI-Philippines works with children, caregivers, families, schools, community leaders, government partners, and local service providers to identify risk, strengthen protective relationships, build caregiver capacity, and provide trauma-informed support before abuse occurs or escalates.

SUMMARY

The Community Strengthening & Systems Development Associate supports AGCI Philippines' OSAEC prevention programming through community engagement, family strengthening, partnership coordination, training support, and programme implementation.

Working under the supervision of the Program Manager, this role contributes to building protective environments for children by strengthening families, engaging communities, supporting caregivers, and helping local child protection systems respond effectively to risks associated with online sexual abuse and exploitation.

The Associate works collaboratively with schools, barangays, caregivers, faith communities, government agencies, civil society organizations, and other stakeholders to promote prevention, resilience, and sustainable community-based child protection solutions.

ESSENTIAL DUTIES AND RESPONSIBILITIES

OSAEC Prevention and Community Strengthening

• Support implementation of community-based OSAEC prevention programmes and activities.
• Assist in delivering caregiver education, family strengthening, and child safety initiatives.
• Support awareness campaigns on online safety, child protection, digital citizenship, and positive parenting.
• Assist in identifying community-level risk factors and vulnerabilities that may increase exposure to online exploitation and abuse.
• Support referral and coordination efforts when child protection concerns are identified.
• Promote trauma-informed approaches that strengthen protective relationships between children and caregivers.

Community Engagement

• Facilitate community outreach activities, focus group discussions, meetings, and consultations.
• Develop positive working relationships with community leaders, schools, local government units, caregivers, churches, and partner organizations.
• Support community assessments and stakeholder mapping activities.
• Encourage community participation in child protection and prevention initiatives.
• Represent AGCI in community activities and local stakeholder meetings as assigned.

Systems Development and Partnerships

• Support coordination with local government agencies, schools, NGOs, and community-based organizations.
• Assist in strengthening local referral pathways and child protection mechanisms.
• Help maintain partnership documentation, meeting records, and action plans.
• Participate in community and child protection network meetings as assigned.

Capacity Building

• Assist in planning, organizing, and facilitating community trainings, workshops, and learning sessions.
• Support preparation of learning materials and training resources.
• Assist with participant coordination, logistics, and follow-up activities.
• Contribute to building local knowledge and capacity in child protection, safeguarding, and OSAEC prevention.

Monitoring, Evaluation, and Learning

• Collect programme data and maintain participant and activity records.
• Support monitoring and evaluation activities, including surveys and assessments.
• Assist with data entry, verification, and reporting requirements.
• Contribute to programme reflection, learning, and continuous improvement efforts.

Documentation and Reporting

• Prepare activity reports, meeting minutes, and programme documentation.
• Maintain organized programme records and filing systems.
• Support development of donor reports and programme updates.
• Assist with tracking programme indicators and outcomes.

EDUCATION and/or EXPERIENCE

Bachelor's degree in Social Work, Psychology, Community Development, Sociology, Education, Public Administration, International Development, Criminology, or a related field.

One to three years of professional experience in child protection, community development, education, social services, family strengthening, youth development, NGO programming, or related fields.

Experience working directly with communities, schools, government agencies, or vulnerable populations is preferred.

Experience supporting trainings, workshops, or community mobilisation activities is an advantage.

LANGUAGE SKILLS

Ability to read, analyse, and interpret reports, correspondence, and programme-related documents in English and Filipino.

Ability to prepare clear written reports, presentations, and programme documentation.

Ability to effectively communicate with community members, government partners, service providers, and organizational stakeholders.

MATHEMATICAL SKILLS

Ability to perform basic mathematical calculations and maintain accurate programme data and records.

Ability to compile, review, and verify programme statistics and reports.

COMPUTER SKILLS

Proficiency in Microsoft Office applications including Word, Excel, PowerPoint, Outlook, and Teams.

Experience using Google Workspace, virtual communication platforms, and programme databases is preferred.

Ability to maintain records, prepare reports, and manage programme data electronically.

REASONING ABILITY

Ability to exercise sound judgment when working with sensitive and confidential information.

Ability to identify challenges, gather information, and contribute to appropriate solutions.

Ability to maintain professionalism and discretion when responding to child protection concerns.

WORK ENVIRONMENT

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.

Work will be conducted in both office and community settings. Regular travel to programme sites, schools, barangays, partner organizations, and community locations is expected.

The position may require occasional evening or weekend work to support community activities, trainings, or programme events.

The work environment may include exposure to varying community conditions, weather, transportation challenges, and other field-based factors common to community development and child protection work.
