QS/QA Engineering Manager

JOB SUMMARY
A Quantity Surveyor/Quality Assurance (QS/QA) Cost Control Manager is a
specialized construction professional responsible for managing both the
financial health and quality compliance of projects. They ensure projects stay
within budget while meeting specified standards throughout the entire project
lifecycle, from estimation to final account settlement.
Key Responsibilities
- Lead the QS Cost Control team across multiple project sites.
- Prepare bidding documents, procurement packages, budgets, BOQs, BOMs, and TORs.
- Monitor project costs, analyze budget variances, and prepare financial reports.
- Evaluate change orders, claims, and time extension requests.
- Manage contracts, commercial negotiations, and subcontractor billings.
- Prepare executive cost reports and provide cost-saving recommendations.
- Ensure project quality standards are implemented.
- Conduct site inspections during project bidding.
- Perform other cost control and project execution tasks as needed.
Qualifications
- Bachelor's Degree in Civil Engineering.
- Licensed Civil Engineer (qualified to sign as STE for PCAB).
- At least 4 years of experience in Cost Control, Commercial, or Quantity Surveying, including 3 years in a supervisory role .
- Experience with general contractors and consultancy firms.
- Knowledgeable in structural design.
- Proficient in MS Office (Excel, Word, PowerPoint) and AutoCAD.
- Strong leadership, communication, analytical, and interpersonal skills.
- Self-motivated, adaptable, and capable of making sound decisions in a fast-paced project environment.
