Lead the development of hydropower projects from conceptualization and initiation, feasibility study through investment decision and project financial closing, managing the business case development and achieving the required deliverables within the project life cycle.
The responsibilities associated with this position include:
- Lead and guide the project team through integration of processes, knowledge and people to work together to focus on the essentials at the project level from screening phase to feasibility study through to pre-construction/ construction phase of hydropower projects.
- Work with the project sponsors/shareholders to understand the strategic objectives and ensure alignment of the project objectives and results.
- Manage hydropower projects from pre-development to development in accordance with industry standards, including project budget, schedules, milestones, deliverables, external consultants, vendors and contractors.
- Collect, validate and synthesize secondary and primary technical data that are required for project screening, pre-feasibility and feasibility studies including conceptual design of hydropower components;
- Implement and manage site investigation programs for the various power and non-power components, access roads, bridges and potential quarry and borrow sites;
- Provide technical support to external consultants and liaise with the local and international service providers and contractors;
- Ensure project conformance to SNAP's SHESQ protocols.
- Participate in various screening, appraisal and other field based technical activities;
- Proactively interact with the project team, stakeholders and other functional (enabling) groups that may impact and fulfill the various needs of the project;
- In coordination with the BDP team members, write screening, pre-feasibility and feasibility reports;
- Coordinate the use of both internal and external technical resources to ensure completion of project deliverables.
- Prepare scope of work/technical specification and bid/proposal evaluation;
- Work with diverse teams of disciplines, including scientists/engineers, designers and drafters from project concept to pre-development works;
- Create, maintain and adhere to the project charter and communications plans and schedules with stakeholders, including the project team and sponsors.
- Regularly report project progress and milestones to management and shareholders, including stakeholders;
- Prepare necessary technical documents for the DOE Renewable Energy Service Contract (RESC) application; and
- Perform other duties as may be required by senior management.

- Technical Writing and Communication – Convey information and complex ideas through written, electronic or visual means and oral communication, in both informal and formal situations, to the project team, shareholders and stakeholders to get the desired and expected outcome of the project.
- Liaison and Networking – Participate in formal networks within the power industry and initiating and leading internal and external networks, passing on relevant information promptly to colleagues in the project team and the organization for mutual exchange of information and influencing development through contacts and building external relationships.
Experience: (Minimum required experience)
- 5-10 years' experience in managing hydropower and other civil infrastructure projects, and preferably with Master's degree in Civil or Mechanical Engineering;
- Broad knowledge of hydropower and civil infrastructure projects and multi-disciplinary design and functional requirements, as well as with comprehensive understanding of all phases of project development from concept through design and construction, including design, tendering, and construction of hydropower dams and related structures and equipment; and
- Working relationship with regulatory agencies, government and public sector, LGUs, local communities and senior decision makers/shareholders of the company.
Education: (Minimum required educational attainment)
- Bachelor's degree in Civil or Mechanical Engineering
- Master's degree or advanced certification in Project Management (preferred)
