We are looking for an experienced, visionary, hands-on, and people-oriented senior leader to drive the overall transformation, performance, stability and strategic evolution of ING’s Finance Hub in the Philippines, Manila. You are accountable for our Finance offshore location towards global CFO and COO leadership - from a resilient operation to fostering a strong (local) leadership culture and future ready and engaged workforce.

Your role and work environment | COO Finance & ING Hubs

COO Finance (COOF) is an independent unit reporting to ING’s COO, with a permanent seat in the Global Management Team of CFO. It is accountable for executing the CFO and COO strategy to evolve towards one global digital bank. The COOF mission is to enable excellence in Finance with real time business insights, derived from state-of-the-art technologies, optimal use of data and highly effective operations.

ING Hubs operates in several European countries and has a significant footprint in the Philippines, with offices in Manila (BGC & Makati). As part of ING’s global network, the Hub supports Retail, Wholesale Banking and ING Group functions worldwide. With over 6,000 banking professionals, ING Hubs consistently improve the customer experience in a dynamic landscape.

As Head of the Finance Hub , you will work closely with the Global Leadership Team of COOF to advance and implement the global Finance strategy. The position combines operational management with a focus on operational excellence, driving digitalisation and AI integration. The Finance Hub aims to deliver high-quality, scalable solutions, enhance productivity, and build a skilled workforce.

In this senior management role (equivalent Director/EVP), you report functionally to the Bank’s global COO Finance (COOF) and are part of the Global Management Team of COOF ING. The role is based in Manila, Philippines, and locally you are a member of the ING Hubs Philippines Management Committee, reporting hierarchically to the Country Head of ING Hubs Philippines. You steer the local strategy of ING Hubs to enable the global organisation.

Your teams

You will hierarchically lead four Department Heads and their teams to deliver and continuously improve the service offering in ING Hubs Philippines. You are responsible for setting and leading the Finance Hub’s strategy and transformation towards a target operating and collaboration model of the future while achieving its (long term) objectives. End-2-end responsible for the local organization (Hubs entity) including risk & control activities to keep the bank safe.

The existing services provided by ING Hubs Philippines to Finance span around 350 FTE of work

dedicated to:

• Global Operations activities as integral part of the service models offered by COO Finance
• Global Change Delivery as integral part of the service models offered by COO Finance
• Local Finance Services to specific countries (point to point services)
• Finance Business Advise, as integral part of the global teams of Group Finance, Retail, Wholesale Banking and CTO/COO Management

Your key responsibilities

As Head of the Finance Hub you take responsibility for:

• Provide leadership for the Finance Hub in ING Hubs Philippines, and representing this Hub in relevant forums (locally and globally).
• Co-create the strategy of COO Finance and ING Hubs Philippines based on the Global COO & CFO ambitions and the Hubs’ context. Shape and implement the strategy in your area of responsibility.
• Build a strong local Leadership Team, ensuring leadership depth, succession planning and talent sustainability in the Finance Hub Philippines.
• Oversee end-to-end operational performance of the Manila hub across all services delivered (Finance Ops, Advisory, Change, Data, etc.). Including risk management, SLA performance, cost/FTE.
• Drive continuous improvement, standardization, and operational management discipline across teams.
• Act as local business owner for AI adoption in Finance Hub (aligned with global AI governance), to drive AI use cases and embedding in day-to-day work; delivering measurable productivity, quality and related benefits.
• People leadership and driving people development, employee engagement and diversity in your organisation with a clear focus on building Finance operations and delivery expertise and leadership depthEnsure effective collaboration between local HR leadership and global functional leads in the distributed management model.
• Actively engaging and aligning strategies, demand and priorities with (senior) stakeholders in Finance and ING Hubs. Act as the bridge between global functional leadership and local execution.

You have a proven track record and the following skills :

• Master’s degree (University / Postgraduate) in (business) economics or comparable
• At least 10 years of experience in management and leadership

• At least 10 years of experience with large scale operations and/or shared services in banking
• Agile IT delivery and lean process management
• Building high performing/effective teams and drive engagement
• Operating in a global, matrixed environments
• People Leader with cultural sensitivity and resilience
• Active Stakeholder management
