Telecommunication Technology Engineer

Job Summary

The Operations Manager oversees end-to-end delivery, reliability, and quality of internet, broadband, data network, and CCTV surveillance services. You lead technical teams, manage infrastructure, ensure compliance, meet service level agreements (SLA), drive efficiency, and support business growth — covering network operations, field installation, maintenance, customer support, and project rollout.

Key Responsibilities

1. Operational Strategy & Planning

• Develop and execute operational plans aligned with company goals; define policies, procedures, and standards for network, installation, maintenance, and support.
• Set performance targets, KPIs, and SLA for internet uptime, CCTV availability, response time, resolution time, and customer satisfaction; monitor and report performance regularly.
• Plan capacity expansion, technology upgrades, and new service rollouts (fiber, wireless, CCTV systems).
• Prepare operational budgets, control costs, and optimize resources without compromising quality.

2. Network & Infrastructure Management

• Ensure 24/7 stability, security, and performance of internet backbone, fiber, wireless, and CCTV systems; manage NOC (Network Operations Center) monitoring and fault handling.
• Oversee installation, configuration, testing, and maintenance of routers, switches, servers, optical equipment, cameras, recorders, and storage devices.
• Lead incident response, root cause analysis, and corrective actions for outages, service degradation, or security breaches; ensure rapid recovery and prevent recurrence.
• Manage inventory of equipment, tools, and spare parts; control procurement, deployment, and asset tracking.
• Ensure compliance with telecom regulations, safety standards, and data privacy laws.

3. Team Leadership & Workforce Management

• Lead, train, and develop teams: NOC engineers, field technicians, installers, service crew, and support staff.
• Assign work, schedule shifts, conduct performance reviews, and build technical competency; ensure safety and discipline in all operations.
• Recruit, onboard, and upskill staff; create training programs for new technologies and services.

4. Service Delivery & Customer Support

• Ensure high-quality installation, activation, and after-sales service for internet and CCTV clients (residential, commercial, enterprise).
• Oversee complaint handling, escalation process, and resolution; reduce repeat issues and improve customer experience.
• Coordinate with sales, marketing, and engineering teams for new projects, site surveys, and custom solutions.

5. Vendor & Partner Management

• Select, evaluate, and manage suppliers, contractors, and technology partners; negotiate contracts, pricing, and service terms.
• Monitor vendor performance, quality of materials, and service delivery; resolve disputes and ensure timely supply.

6. Quality Assurance & Continuous Improvement

• Implement quality control, preventive maintenance, and audit programs for network and CCTV systems.
• Analyze operational data, identify bottlenecks, and implement improvements to reduce downtime, lower costs, and speed up service.
• Adopt best practices, new technologies, and industry standards to stay competitive.

7. Reporting & Compliance

• Prepare daily/weekly/monthly reports on uptime, incidents, maintenance, projects, and expenses for senior management.
• Ensure all operations follow government regulations (NTC, safety, data privacy), company policies, and industry standards.
• Maintain accurate records of network layout, equipment, maintenance logs, and project documentation.

Required Qualifications

• Bachelor’s degree in Engineering (Electronics, Telecom, Computer), IT, or related field.
• 5+ years experience in telecom, ISP, or technical services; 2+ years in management role .
• Deep knowledge of internet technologies: fiber, wireless, routers, switches, IP addressing, bandwidth management, protocols.
• Strong understanding of CCTV systems: IP cameras, NVR/DVR, cabling, network integration, and surveillance solutions.
• Experience in NOC operations, field installation, maintenance, and project management.
• Leadership, problem-solving, crisis management, and communication skills.
• Familiar with Philippine telecom regulations (NTC) and safety standards.
