Project Controls Manager / Lead (International Applicants)

1. Client Description

The organization is a leading international infrastructure and industrial contractor executing high-profile energy, resource, and heavy civil construction developments globally. They specialize in managing large-scale project execution frameworks, driving strict on-site productivity, and maintaining high safety, design, and quality standards on complex greenfield industrial sites.

2. Scope

• Project Type : A major greenfield industrial construction project.

• Location : Site-based in Papua New Guinea .

• Hierarchy : Reports directly to the Project Director / Construction Manager and functionally to the Regional Director of Project Controls. Leads the site-based planning, scheduling, costing, and estimating teams.

• Primary Mandate : Establish, manage, and oversee the entire project controls infrastructure on-site, providing critical commercial data, schedule forensic analysis, and earned value insights to secure project delivery within budget and milestone constraints.

• Target Pool : Strong Other Country National (OCN) or Western Expatriate.

3. Key Responsibilities

• Project Controls Leadership : Direct the site project controls department, supervising a team of senior planners, cost engineers, and quantity surveyors across multiple active work fronts.

• Roster & Schedule Governance : Oversee the development, maintenance, and logical integrity of the master integrated project schedule (Primavera P6), ensuring accurate critical path tracking and milestone forecasting.

• Cost Control & Earned Value Management : Manage project cost systems, monitoring actual expenditures against budget, analyzing variances, and implementing robust Earned Value Management (EVM) reporting.

• Risk & Recovery Planning : Perform regular schedule risk analysis (QSRA) and cost risk assessments; lead the development of recovery plans and acceleration strategies when delays or slippages are identified.

• Change & Claims Management : Oversee the project variation and contract change management processes, evaluating subcontractor claims and providing technical, data-driven substantiation for client variations.

• Executive Reporting : Consolidate multidisciplinary progress inputs to produce high-level weekly and monthly executive performance dashboards, progress curves (S-curves), and cost forecasting reports for corporate management and the client.

4. Qualifications

• Education : Hold a University Degree in Engineering, Construction Management, Business Administration, or a related quantitative discipline.

• Certifications : Senior certifications such as CCP (Certified Cost Professional), PSP (Planning & Scheduling Professional), or PMP (Project Management Professional) are highly desirable.

• Essential Experience :

  • 12 to 15+ years of progressive project controls experience on major industrial, mining, energy, LNG, or heavy civil construction developments.

  • Proven track record in a Project Controls Manager or Lead capacity on at least two large-scale greenfield mega-projects.

  • Demonstrated experience managing complex, multicultural project controls teams and administering multi-billion-dollar EPC or sub-contract packages.

  • Solid experience working in remote, challenging, or developing-country environments.

• Technical Skills : Expert-level mastery of Primavera P6, advanced cost management software, Power BI reporting integration, and contract administration principles.

• Personal Attributes : Strong leadership, assertiveness, and analytical precision, paired with excellent communication and stakeholder management skills to interface effectively with executive management and client representatives.
