Technical Lead

I. Job Summary

The Technical Lead is responsible for providing technical leadership, system integration expertise, and architectural guidance for technology projects involving network infrastructure, biometric technologies, and integrated IT systems. The role ensures that technical solutions are designed, implemented, tested, and maintained in accordance with project requirements, security standards, performance expectations, and business objectives. The Technical Lead works closely with project management, IT, operations, vendors, and other stakeholders to oversee technical implementation, resolve complex system issues, ensure interoperability between systems, and guide technical teams in delivering reliable and scalable solutions. The ideal candidate must have a strong background in system integration, network architecture, and biometric technology implementations, supported by a recognized IT systems or technology professional certification.

II. Key Responsibilities

1. Technical Leadership and Solution Design

• Provide technical direction and guidance to engineers, IT personnel, implementation teams, and technical support staff.

• Review technical requirements and translate business and operational needs into practical technology solutions.

• Develop and review technical designs, architecture diagrams, integration specifications, and implementation plans.

• Establish technical standards, procedures, and best practices for system deployment and integration.

• Evaluate proposed technologies and recommend suitable solutions based on performance, security, scalability, compatibility, and cost.

2. System Integration and Interoperability

• Lead the integration of IT systems, applications, devices, platforms, and third-party technologies.

• Define and review integration requirements, interfaces, APIs, data flows, and communication protocols.

• Ensure reliable data exchange and interoperability among connected systems.

• Coordinate with vendors and internal teams to resolve integration defects, compatibility issues, and technical dependencies.

• Conduct technical assessments and recommend improvements to existing system integrations.

• Ensure integration activities comply with approved specifications and acceptance criteria.

3. Network Architecture and Infrastructure

• Design, review, and implement network architecture supporting system connectivity, device communication, and technology deployments.

• Assess network topology, connectivity, bandwidth, availability, performance, and scalability requirements.

• Coordinate the configuration and deployment of network infrastructure, including routers, switches, firewalls, access points, and related components, as applicable.

• Troubleshoot complex network connectivity and performance issues affecting integrated systems.

• Recommend network improvements, redundancy measures, and appropriate security controls.

• Ensure network designs support operational continuity and reliable communication between sites and systems.

4. Biometric Technology Implementation

• Lead the technical implementation and integration of biometric technologies, including fingerprint, facial recognition, or other applicable biometric systems.

• Assess system requirements, device compatibility, network connectivity, and integration with existing applications or databases.

• Coordinate installation, configuration, testing, commissioning, and deployment of biometric devices and platforms.

• Validate system accuracy, reliability, performance, and interoperability against approved requirements.

• Troubleshoot biometric device, software, connectivity, and integration issues.

• Coordinate with vendors and stakeholders on technical specifications, product updates, troubleshooting, and implementation support.

• Ensure biometric data is handled in accordance with applicable data privacy, information security, and access-control requirements.

5. Project Implementation and Technical Oversight

• Collaborate with the Project Manager and Deputy Project Manager to establish technical deliverables, implementation schedules, resource requirements, and milestones.

• Monitor technical project progress and ensure activities are completed according to approved plans.

• Review technical submissions, implementation reports, test results, and deployment documentation.

• Identify technical risks, dependencies, and constraints and recommend mitigation measures.

• Support site surveys, pilot testing, proof-of-concept activities, system acceptance, and production rollout.

• Provide technical recommendations and escalate critical issues requiring management decisions.

6. Testing, Troubleshooting, and Quality Assurance

• Develop or review test plans, test cases, integration tests, and acceptance criteria.

• Lead or support system testing, network validation, performance testing, and user acceptance testing. Analyze technical failures and conduct root-cause analysis.

• Implement corrective actions and verify the effectiveness of technical resolutions.

• Ensure that implemented solutions meet functional, performance, security, and reliability requirements.

7. Security, Compliance, and Documentation

• Ensure technical solutions follow approved cybersecurity, network security, access-control, and system configuration standards.

• Review technical documentation, including architecture diagrams, network diagrams, system configurations, integration specifications, and troubleshooting procedures.

• Maintain accurate records of system changes, configurations, technical issues, and implementation activities.

• Apply appropriate safeguards for sensitive information, particularly biometric and personal data.

• Coordinate with the Data Privacy Officer, IT Security, and relevant stakeholders when required.

• Support technical audits, compliance reviews, and security assessments.

8. Team Development and Stakeholder Coordination

• Provide technical guidance, mentoring, and knowledge transfer to technical team members.

• Coordinate with IT, Technology, Operations, Project Management, vendors, and clients to resolve technical concerns.

• Communicate complex technical matters clearly to technical and non-technical stakeholders.

• Participate in technical reviews, project meetings, and implementation planning sessions.

• Recommend process improvements, technology upgrades, and standardization initiatives.

III. Qualifications and Requirements

• Bachelor’s degree in Information Technology, Computer Science, Computer Engineering, Electronics Engineering, or a related technical field.

• Minimum of seven (7) years of relevant professional experience in system integration, network architecture, and technology implementation.

• Must possess an industry-recognized IT systems or technology professional certification , such as CISP, CITP, or an equivalent recognized certification or professional qualification accepted by the company.

• Demonstrated experience in designing, integrating, implementing, or supporting complex IT systems and technology platforms.

• Proven experience in network architecture, infrastructure design, connectivity, and troubleshooting.

• Hands-on experience implementing or integrating biometric technologies, including biometric devices, platforms, and related applications.

• Strong understanding of system interfaces, APIs, communication protocols, network security, and data exchange mechanisms.

• Experience with system testing, commissioning, deployment, technical documentation, and root-cause analysis.

• Ability to evaluate technical solutions, assess risks, and recommend practical improvements.

• Strong leadership, analytical, communication, and problem-solving skills.

• Ability to coordinate with multidisciplinary teams, vendors, and project stakeholders.

• Willingness to conduct site visits and support technology deployments at different locations as required.
