PROJECT OVERVIEW : Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project funded by the U.S. President's Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Department of State. EpiC is a global project that provides strategic technical assistance and direct service delivery to achieve HIV epidemic control, strengthen global health security (GHS) and outbreak response, improve maternal and child health (MCH) nutrition, and addressing malaria. EpiC is led by FHI 360 with core partners Right to Care, Palladium International, and Population Services International. In the Philippines, the U.S. Department of State is funding EpiC to implement GHS activities, focusing on strengthening the Department of Health (DOH) and local government units in preventing, detecting, and responding to public health threats. EpiC GHS provides strategic technical assistance with a national scale and strategic depth, focusing on the following Technical Areas, namely: Zoonotic Diseases, Biosafety and Biosecurity, National Laboratory Systems, Surveillance, Public Health Emergency Management, Infection Prevention and Control, and Evidence-Based Public Health Messaging and Community Engagement. All key activities are aligned with and informed by national policies and strategies, including the National Action Plan for Health Security 2025-2030 (NAPHS), the National Framework of the Philippine Health Laboratory System (PHLS), and the National Laboratory Strategic Plan (NLSP) 2025–2030. JOB SUMMARY : The Technical Officer – Surveillance shall support EpiC GHS operations through the effective delivery of technical assistance under the Technical Area of Surveillance to project partners across all project sites. Reporting directly to the Disease Surveillance Specialist, s/he ensures effective coordination and communication with the Department of Health (DOH), implementing partners, project sites, and key stakeholders from other government agencies at the local and national levels. S/he shall assist in the implementation of activities such as assessment, training, capacity and systems strengthening, resource optimization and mobilization, and program review, among others, and in the development of technical and knowledge products such as reports, briefs, and presentations. Furthermore, the Technical Officer for Surveillance shall liaise with both project technical and management teams to provide administrative support to core project operations. KEY RESPONSIBILITIES : Surveillance System Strengthening
- Coordinate with the DOH, Local Government Units (LGUs), and other surveillance system stakeholders to ensure effective delivery of strategic technical assistance to enhance local and national surveillance systems, e.g. development of surveillance information systems and other information technology tools, strengthening case- and event-based surveillance and response
- Support the DOH and LGUs in the conduct of outbreak investigations and response in priority regions as necessary
- Support the mentoring and coaching of Epidemiology and Surveillance Units (ESUs), Disease Reporting Units (DRUs), and Barangay Health Workers (BHWs) to improve key surveillance activities such as but not limited to signal detection, event verification and assessment, case notification, data analysis, response, and evidence-based public health messaging and community engagement
- Support multi-sectoral coordination with the DOH, Department of Agriculture – Bureau of Animal Industry (DA-BAI), Local Government Units (LGUs), and other human and animal health and welfare authorities to enhance human-animal interface for surveillance and improve prevention, detection, and response for priority zoonotic diseases
- Support the standardization and improvement of operations of genomic surveillance in priority regions by aligning specimen pathways, outbreak investigation workflows, and sample-to-sequence reporting loops.
- Coordinate closely with the Department of Health Epidemiology Bureau and Office of Health Laboratories, the Research Institute for Tropical Medicine, subnational laboratories, and the Department of Agriculture Animal Disease Diagnostic Laboratories to strengthen zoonotic and multi-pathogen detection
- Support the delivery of capacity strengthening initiatives for DOH, LGUs, and other key stakeholders on surveillance, outbreak response, and multisectoral collaboration for zoonotic diseases, in alignment with national and international guidelines and tailored to the local context
- Provide operational and technical assistance to deliver capacity-building activities, including on-the-job mentoring, supportive supervision, and competency assessment for key surveillance personnel and frontline health workers
- Collaborate with project team in the writing of reports, protocols, and manuals
- Contribute to the development and sharing of lessons, knowledge, innovations, and best practices, and to documenting processes and procedures to improve efficiency and quality of work.
- Contribute to the development of project updates and donor reports
- Provide logistical and administrative support to facilitate meetings, trainings, workshops, and coordination activities at all levels
- Organize and maintain records, coordination logs, and activity documentation in accordance with project requirements
- Engage in close coordination with the global GHS surveillance team to ensure cross-country learning harmonization
- Perform other related duties assigned and agreed upon
- Demonstrated experience in supporting the implementation of surveillance systems such as but not limited to case- and event-based surveillance
- Ability to collaborate for the development of innovative and creative solutions to address process bottlenecks in current surveillance system workflows
- Proven experience working with government agencies, particularly the Department of Health, to support development and implementation of strategies and plans
- Usual office working conditions.
- Ability to travel domestically at least 30%.
- Bachelor's degree or its international equivalent in public health, nursing, social sciences, development studies, or related fields
- At least 3 years of combined national and international experience working in disease surveillance programs and development of disease surveillance systems
