Project Context and Scope

Rodriguez (Montalban), Rizal is identified among the top climate displacement hotspots in the Philippines under the Risk Index for Climate Displacement (RICD). It faces intersecting environmental and socio-economic challenges, including deforestation, flooding, and soil erosion, which heighten community vulnerability to climate impacts and affect livelihood security, particularly for vulnerable groups such as single-income households.

In response to these challenges, a community-based organization (CBO)engaged in agricultural activities in Montalban developed the Bamboo Propagation and Green Livelihood Project to address environmental degradation while strengthening livelihood security. The project aligns with evidence on local climate and displacement risks and responds directly to priorities identified by community members.

Recognizing its potential to deliver climate, environmental, and livelihood benefits, IOM selected to support this initiative under various programmes focused on advancing solutions to displacement and mitigating migration vulnerabilities. Guided by IOM’s Framework to Empower Migrant Communities Towards Climate Resilience, the project aims to strengthen community resilience to climate impacts while expanding income-generating opportunities for the selected CBO.

To support successful implementation and long-term sustainability, IOM will provide financial support for project inputs and materials, as well as technical assistance to strengthen the organization's institutional, operational, and business management capacities. This support is intended to enable the CBO to effectively manage the project, establish the systems and processes necessary for organizational growth, and sustain the bamboo-based livelihood enterprise beyond the project period.

The consultant hired to support the CBO will provide training and technical coaching covering topics including but not limited to organizational management, business planning and development, procurement, inventory and asset management, marketing, stakeholder and customer engagement, financial literacy and management, record keeping and reporting.

The consultant is also expected to review and support organizational policies and procedures including but not limited to organizational governance structure, roles, and responsibilities, operational and administrative policies and procedures including procurement and human resources, and other policies, guidelines, and standard operating procedures necessary to support effective project implementation and the long-term sustainability of the livelihood enterprise.

In addition to delivering capacity-building activities, the consultant will provide ongoing mentoring, monitoring, and technical support throughout the project period and regularly report progress, challenges, and recommendations to IOM.

Organizational Department / Unit to which the Consultant is contributing
The consultant will report to the Private Sector Engagement Team under the Migration Management Unit of IOM Philippines.  Tasks to be performed under this contract

The International Organization for Migration (IOM) seeks to engage a consultant to support a community-based organization (CBO) in Rodriguez (Montalban), Rizal in strengthening its organizational, operational, and business management capacities to effectively implement and sustain a climate resilient, nature-based livelihood project. Through contributions from a private sector partner and in line with IOM’s strategic objective on driving solutions to displacement, this support will enhance the CBO’s ability to manage, operate, and grow the initiative beyond the project period.

In close coordination with IOM, the consultant will be expected to:
a.    Conduct a baseline assessment of the CBO’s organizational, operational, and business management capacities, and identify capacity gaps and areas for support
b.    Map and assess available resources from the government, private sector, and other prospective partners the CBO can engage to support the implementation and sustainability of the initiative
c.    Design and facilitate tailored capacity building training and coaching activities
d.    Review and support the improvement of organizational policies, operational guidelines and manuals, and business processes
e.    Provide regular monitoring, mentoring, and technical support during project implementation
f.    Submit periodic progress reports to IOM summarizing activities conducted, findings, challenges, and recommendations

As an output-based consultant (Category B), the consultant is expected to provide professional high-quality training and technical support and advisory services in accordance with IOM’s protection, accountability, and do-no-harm principles.

First set of deliverables – submission of inception report detailing workplan, stakeholder engagement approach and timelines, and organizational assessment tools - Deliverable by 30 September 2026Second set of deliverables – submission of organizational capacity report, training plan, and revised organizational policies and procedures - Deliverable by 30 October 2026Third set of deliverables – delivery of training sessions and submission of training materials and report - Deliverable by 20 November 2026Fourth and final set of deliverables – delivery of mentoring and technical support and submission of all monitoring reports on the CBO’s progress – Deliverable by 15 December 2026
Performance indicators for the evaluation of results Required deliverables are submitted on the agreed-upon deadlines and meet quality standardsCapacity assessment and recommendations are evidence-based and reflect the needs and priorities of the CBOTraining and coaching activities are delivered as planned and positively evaluated by participantsProgress reports are complete, accurate, and provide practical recommendationsIssues raised are resolved amicably with outcomes accepted by the parties involved.

Required Qualifications and Experience

Education

Minimum of a bachelor’s degree in economics, business management, public policy, development studies, social sciences, or related courses with a minimum of seven years of relevant professional experience, or an advanced/ graduate degree with at least five years of relevant professional experience

Experience / Skills

Demonstrated experience in organizational capacity development, business development, and institutional strengthening for community-based organizations, cooperatives, and small and medium enterprises (SMEs), or similar entitiesFamiliarity with community development, sustainable livelihoods, climate resilience, or nature-based solutions programming is an advantageKnowledge of safeguarding, protection, inclusion, and do-no-harm principlesExcellent communication, facilitation, and stakeholder engagement skillsFluency in English, with strong communication skills Ability to produce clear, concise, and structured outputs and documentation reports. Shortlisted candidates will be required to submit samples of previous written work, such as reports and technical manuals/guides developed or co-authored by the candidate

Travel required

The consultancy may be undertaken through a combination of remote and in-person work. Regular travel to Rodriguez (Montalban), Rizal province is required to conduct assessments, training activities, mentoring sessions, and monitoring visits. Travel will be coordinated with IOM.

For this consultancy, English and Tagalog.

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
