Project Development Manager
MGEN Thermal Energy Inc.
The Project Management Manager is responsible for overseeing and supporting the planning, development, and execution of projects from initial concept, feasibility assessment, and project planning through permitting, regulatory approvals, and readiness for implementation. The role ensures the timely coordination and integration of activities across internal departments, government agencies, consultants, contractors, utility providers, and other key stakeholders.
Key Responsibilities: · Lead the end-to-end development of projects from feasibility/concept stage to project approval and implementation.· Prepare and monitor project development plans, timelines, budgets, and milestones.
· Coordinate permits, licenses, environmental compliance, regulatory requirements, and government approvals.
· Manage feasibility studies, technical assessments, site investigations, and development-related studies.
· Coordinate with engineering, finance, legal, procurement, commercial, and operations teams.
· Manage external consultants, contractors, suppliers, and project stakeholders.
· Evaluate project risks, costs, opportunities, and development constraints and recommend appropriate actions.
· Prepare management reports, presentations, project updates, business cases, and approval documents.
· Monitor project costs and ensure development activities remain within the approved budget.
· Support contract negotiations, procurement activities, land/site requirements, and commercial arrangements.
· Ensure projects achieve key development milestones and are ready for investment approval, construction, and commercial operation.
Qualifications:Education:
Bachelor’s degree in Engineering, Business Administration, Finance, Project Management, or a related field. Engineering/technical background is an advantage, particularly for energy or infrastructure projects.
Experience:
8–12 years of experience in project development/project management, preferably in power, energy, infrastructure, or related industries, with experience in feasibility, permitting, stakeholder management, budgeting, and project execution.
License/Certification:
Relevant bachelor’s degree; PRC/PE license and PMP certification preferred.
