HR Manager (Makati - Hybrid)

Qualifications:

• Bachelor's degree in Human Resources, Psychology, Business Administration, or a related field; a master's degree is an advantage.
• At least five (5) years of progressive HR experience, including a minimum of two (2) years in a managerial or team leadership capacity.
• Strong knowledge of employment laws, labor regulations, payroll administration, and statutory compliance requirements.
• Hands-on experience managing end-to-end payroll processes.
• Experience using HR information systems (HRIS) and proficiency in Microsoft Office applications.
• Experience in an international organization, non-government organization (NGO), multinational corporation, or similarly complex environment is an advantage.
• Excellent written and verbal communication skills, sound judgment, discretion, and strong stakeholder management abilities

Roles and Responsibilities:
The HR Manager leads and oversees key human resources functions across multiple locations, ensuring alignment with organizational objectives, compliance with applicable laws and regulations, and adherence to internal policies and procedures.

A. Recruitment

• Lead recruitment activities for support and corporate functions, as well as staffing requirements for international operations and project-based assignments.
• Establish and maintain partnerships with external recruitment agencies and talent sourcing channels to meet workforce needs.
• Review and approve job descriptions, terms of reference, and recruitment strategies in collaboration with hiring managers.
• Develop and implement recruitment and employer branding initiatives to attract and retain high-quality talent in a competitive labor market.

B. Onboarding and Offboarding

• Oversee and continuously enhance onboarding and orientation programs to deliver a consistent and positive employee experience across locations.
• Ensure new hires are effectively integrated, equipped, and compliant with organizational policies and requirements.
• Supervise pre-employment and annual medical examination processes, coordinating with relevant stakeholders to ensure compliance and timely completion.
• Lead offboarding activities, including exit interviews, clearance procedures, and documentation requirements, ensuring smooth employee transitions.

C. Payroll and Benefits Administration

• Manage payroll operations across local and international employee groups, ensuring accurate and timely processing of salaries, final pay, adjustments, and bonus payments.
• Review, validate, and approve payroll transactions, including statutory remittances and compliance-related requirements.
• Ensure payroll reporting is accurate and aligned with financial reconciliation, regulatory obligations, and internal controls.
• Supervise the computation and processing of leave conversions, separation pay, and other payroll-related transactions.
• Oversee compensation and benefits programs, including salary benchmarking, annual compensation reviews, healthcare coverage, and employee benefit initiatives.

D. HRIS and Employee Records Management

• Lead the implementation, administration, and continuous improvement of HR information systems to enhance data accuracy and process efficiency.
• Ensure employee records are complete, accurate, secure, and maintained in accordance with data privacy and record-retention standards.
• Oversee the management and use of employment contracts, HR templates, forms, and official correspondence.
• Ensure timely processing of HR requests and employee documentation.

E. Employee Relations and Policy Implementation

• Serve as the primary point of contact for employee relations matters, providing guidance, resolving concerns, and managing grievance and disciplinary processes in accordance with applicable labor laws and organizational policies.
• Ensure compliance with labor regulations, statutory requirements, and internal policies.
• Provide guidance to managers and employees on the fair and consistent application of HR policies and practices.
• Lead the review, development, and updating of HR policies, procedures, and employee handbooks.
• Drive performance management, employee engagement, and retention programs, including performance review cycles and talent development initiatives.

F. Reporting and Compliance Management

• Prepare HR reports, workforce metrics, and people analytics to support management decision-making and organizational planning.
• Maintain and review HR trackers, recruitment reports, workforce data, and compliance records.
• Develop and manage the HR budget and workforce planning processes in coordination with relevant stakeholders.
• Lead compliance activities related to internal audits, quality standards, and labor requirements, including audit preparation and documentation.
• Ensure HR records and documentation remain accurate, complete, and aligned with organizational and regulatory standards.
• Address audit findings and implement corrective actions to support continuous improvement initiatives.

G. Travel and Logistics Coordination

• Oversee HR-related travel and logistics support, including coordination of travel arrangements and bookings for employees assigned to domestic and international locations.

H. HR Team Leadership and Strategic Advisory

• Lead, coach, and develop the HR team, providing strategic direction, mentorship, and operational guidance.
• Set team objectives, conduct performance evaluations, and support professional development planning.
• Drive process improvements and innovation across HR programs and workflows.
• Represent the HR function in cross-functional meetings and foster collaboration across departments and locations.
• Serve as a trusted advisor to senior leadership on HR strategy, organizational design, workforce planning, and talent management.
