Human Resource Officer

We’re hiring for an HR Officer — Multi-Region Operations, who spearheads HR initiatives and process improvements for a global team in the US and independent contractors across the Philippines and LATAM.
This is a hybrid position based in Cebu, or a temporary remote work arrangement available for candidates based in Luzon. However, if the HR Officer is based in Luzon, he or she will be required to relocate to Pampanga once we secure office space there and transition to a hybrid work setup. The company will support the move by providing a relocation package.
KEY RESPONSIBILITIES
Compliance & Risk Management
- Own full DOLE and BIR compliance
- Manage payroll operations, statutory benefits, and contractor classification
- Keep us audit-ready at all times
Systems & Process Design
- Build SOPs, playbooks, and HR knowledge systems
- Automate manual workflows
- Document everything accurately
People Operations
- Manage and directly execute onboarding, offboarding, employee records, timekeeping, and benefits administration
- Ensure zero errors in payroll, contracts, and HR documentation prior moving forward
Performance Management
- Design and enforce performance frameworks, PIPs, and manager coaching
- Handle complex employee relations cases and investigations
- Drive accountability without drama
Strategic Partnership
- Work directly with US leadership on workforce planning, org design, and retention strategy
- Use data to drive decisions
- Flag organizational health risks proactively
Culture Execution
- Design engagement initiatives that move eNPS and retention metrics
- Protect the culture as we scale

Requirements
- At least 5 years of hands-on experience owning DOLE and BIR compliance.
- At least 5 years of hands-on experience managing end-to-end payroll, statutory benefits, and contractor classification.
- At least 5 years of hands-on experience executing onboarding, offboarding, timekeeping, records management, and benefits administration.
- At least 5 years of hands-on experience designing and implementing performance frameworks and PIPs.
- At least 5 years of hands-on experience handling complex employee relations cases and investigations.
- At least 5 years of hands-on experience designing engagement programs with measurable impact on eNPS and retention.
- At least 1–2 years of recent experience supporting US clients.
