SAFETY OFFICER / POLLUTION CONTROL

Job Overview:

Ensuring both occupational safety and environmental compliance within the organization. As a Safety officer, he/she is responsible for implementing health and safety policies, conducting risk assessments, investigating workplace incidents, and ensuring adherence to DOLE regulations to protect workers from accidents and hazards. As a PCO, he/she focuses on compliance with environmental laws (such as RA 8749, RA 9275, and RA 9003), manages permits, monitors pollution control facilities, handles hazardous waste, and submits reports to the DENR-EMB. Together, these roles promote a safe working environment and sustainable operations in line with government regulations.

Key Responsibilities:

Occupational Health & Safety

• Oversee the overall management of the OSH Program in coordination with the OSH Committee.
• Frequently monitor and inspect all health and safety aspects of operations.
• Assist government inspectors during safety and health inspections at any time, whenever work is being performed.
• Determine if there are any accidents, disabling injuries, imminent dangers, or dangerous occurrences in the workplace, and implement immediate corrective or preventive actions.
• Issue WSO as necessary, following the requirements and procedures set forth in Department Orders No. 238, Series of 2023, OSHS, and its subsequent issuances.
• Report accidents, disabling injuries, imminent dangers, and dangerous occurrences to the DOLE office having jurisdiction over the workplace within 24 hours.
• As the secretary of the OSH Committee, record the minutes of monthly meetings and submit them to DOLE.
• Perform any other tasks as may be deemed necessary.

Pollution Control and Environmental Compliance

• Ensure compliance with environmental laws such as RA 8749 (Clean Air), RA 9003 (Solid Waste), RA 9275 (Water), PD 1586, among others.
• Obtain, renew, and manage environmental permits and accreditation.
• Prepare and submit Self-Monitoring Reports (SMR) and compliance Monitoring reports (CMR).
• Monitor and supervise the operation and maintenance of pollution control facilities (e.g., wastewater treatment, air filters, hazardous waste storage).
• Ensure compliance with the responsibilities of an accredited Pollution Control Officer (PCO) as outlined in DAO No. 2014-02.

Shared Services Coordination

• Align and standardize safety and environmental practices across business units.
• Serve as a central resource for HSE compliance support, training, and reporting for all entities under the shared services scope.
• Consolidate HSE performance data and generate group-wide compliance reports.
• Support cross-functional initiatives related to sustainability, workplace safety, and emergency preparedness.

Knowledge/Skills/Competencies

Occupational Safety & Health (OSH)

• Proficient in conducting Risk Assessments and Incident Investigations
• Familiar with DOLE OSH standards and OSH Program preparation and implementation.

Skilled in preparing and managing:

• Safety Data Sheet (SDS)
• Permit-to-work system (PTW)
• Accident/Incident Logs and Corrective Actions Reports
• Knowledgeable in emergency response planning, fire safety, and evacuation drills coordination.

Pollution Control & Environmental Compliance

• DENR compliance documentation: SMR (Self-Monitoring Report), CMR (Compliance Monitoring Report), Hazardous waste Manifest.
• Online System: DENR's Online Permitting and Monitoring System (OPMS, ECC/CMC applications, Hazardous Waste Generator Registration.

Qualifications:

• Certified Safety Officer (SO2/SO3) and accredited Pollution Control Officer (PCO)
• Strong knowledge of local HSE laws and regulatory compliance (e.g., DOLE, DENR, LGU).
• Minimum 2-4 Years of relevant experience in Safety and environmental compliance.
