Purpose of the Consultancy

Throughout the consultancy period, the consultant will ensure the effective operation of the online survey system and related digital data collection tools by delivering timely survey design, deployment and analysis; management of users, permissions and forms; development of custom digital forms; and production of reports and dashboards. As survey findings are increasingly used alongside routine health information, these systems need to share common indicator definitions, administrative identifiers and reporting periods.
A consultant with strong full-stack web development skills and experience in health information systems and analytics is therefore required to maintain and improve these platforms, support custom workflows and role-based administration, and produce dynamic visualization and reporting products tailored to programme and country needs.

Background

WHO Regional Office for the Western Pacific maintains a set of digital platforms that help countries and technical programmes use health data for planning, monitoring and decision-making. These include the WPRO Regional Data Platform and Data Explorer, country health intelligence platforms, the Primary Health Care Maturity Index application, and the online survey and digital data collection system, currently including the CLEAR integrated survey platform.

These platforms bring together regional, national and subnational data so that users can explore indicators, visualize trends, compare data sources, and produce analytical outputs. They require regular maintenance to remain secure, reliable and useful. This includes security and dependency updates, backend and feature improvements, dataset and navigation updates, service monitoring, backup and restoration, and gradual alignment with global and regional databases, including the WHO headquarters World Health Data Hub and other United Nations data sources.
The consultancy will also support country health intelligence platforms that compile indicator values at national, provincial and district levels. These platforms include tools to manage indicators, derive values from source data, identify data quality issues, develop composite scores, and support determinants and correlation analysis. They help technical units and country offices understand health system performance and identify areas requiring attention.

A key focus will be to move the Primary Health Care Maturity Index from prototype to a maintained application and dashboard that can be operated without ongoing support from the Health Intelligence and Digital Health Unit. The application will score selected indicators against agreed targets, combine them into subindices and an overall index, apply rules to avoid reporting incomplete results, and present findings through dashboards and profiles. It should also be configurable for use in other countries.

By the end of the consultancy period, the consultant will ensure the continuous operation and maintenance of AI-assisted analysis features across all designated platforms, with quarterly enhancements and corrective updates completed as required to support user needs and platform performance.  These features generate narrative analysis based only on the data within the platform and are supported by safeguards on data use, data residency and provenance marking, so that generated content remains traceable and appropriately governed.

Deliverables

The consultant will work under the supervision of the Health Intelligence and Digital Health Coordinator and with other technical programme units to deliver the following outputs.

Output 1: Throughout the consultancy period, maintain and update the WPRO Regional Data Platform and Data Explorer 

Deliverable 1.1: Maintain and aAdminister the Regional Data Platform and Data Explorer, including security and dependency updates, backend and feature updates, service supervision, and tested backup and restoration procedures.
Deliverable 1.2: Maintain the platform's data and access layers, including regional dataset values, navigation, interoperability modules and the identifier crosswalks through which connected systems are joined.
Deliverable 1.3: Progress the integration of the platform with emerging global and regional databases, including WHO headquarters' World Health Data Hub and the databases of other UN agencies, subject to their readiness.

Output 2: Throughout the consultancy period, maintain and extend the country health intelligence platforms, including the programme activity, output, budget and expenditure explorer

Deliverable 2.1: Maintain the indicator registry, the compiler that derives indicator values from source data, and the data quality layer, so that technical units can add or correct an indicator without a software release.
Deliverable 2.2: Maintain the data upload and ingestion pipeline, including validation, staged review of changes before publication, and rollback.
Deliverable 2.3: Maintain and extend the programme activity, programme output, budget and expenditure explorer, so that programme expenditure can be read alongside the performance it was spent on.

Output 3: Build the Primary Health Care Maturity Index application and dashboards for country and regional use

Deliverable 3.1: Implement the Primary Health Care Maturity Index methodology, together with the application and dashboards that present index, subindex and determinants results.
Deliverable 3.2: Support validation of the index with national and subnational counterparts, train National Department of Health and WHO country office staff in its operation, and document and hand over the application.

Output 4: Throughout the consultancy period, maintain the AI-assisted analysis features across the platforms and their data protection controls

Deliverable 4.1: Maintain the AI-assisted analysis features carried by the platforms, including grounded context assembly, prompt configuration, answer caching and the knowledge base of generated answers.
Deliverable 4.2: Maintain the controls that govern them, including the content visibility rules determining which data may be processed by externally hosted services, and provenance marking so that generated material remains identifiable once it leaves a platform.
Deliverable 4.3: Maintain technical documentation of calculation methods, application programming interfaces, and deployment and recovery procedures, sufficient for WHO or a subsequent consultant to operate and audit the platforms.

Output 5: Throughout the consultancy period, maintain the online survey system and digital data collection tools, and produce reports and dashboards for survey data 

Deliverable 5.1: Maintain and upgrade the online, web-based survey system and its digital data collection tools, currently the CLEAR integrated survey platform, including technical support and the administration of country-level user accounts, roles, permissions and data collection forms.
Deliverable 5.2: Design and deploy additional custom digital forms, reports and dashboards required for assessments, as exportable outputs that retain source references and data caveats.

Qualifications, experience, skills and languages

Educational Qualifications

Essential: Master’s degree in information and technology, computer science, technology management, knowledge management or other related field from a recognized university.

Work Experience

Essential:

Minimum 8 years of experience in developing and managing information and database systems.Work experience in full-stack web development, including frontend and backend application development.Work experience in developing online survey systems and web-based data collection tools, custom digital forms, dashboards, and reporting tools, preferably in health information systems contexts.

Desirable:

Experience in countries in the WHO Western Pacific Region is an advantage.Experience in WHO survey platforms and other digital data collection and analytics systems is an advantage.Experience in developing and maintaining health indicator registries, composite indices, or analytical health data platforms is an advantage.Experience in DHIS2 is an advantage.

Skills/Knowledge

Essential:

Programming/scripting languages and frameworks relevant to full-stack development, such as JavaScript, PHP, Python, and modern web application libraries.Database design and management, including SQL, and experience with secure user and account administration.Data visualization, dashboard development, API integration, and deployment or maintenance of web-based information systems.

Desirable:

Experience with analytical or columnar databases and with retrieval or assisted-analysis components over structured health data, including grounding, provenance and data residency controls.Experience with geographic data formats and web mapping libraries.

Languages and level required

Essential: Advanced written and spoken fluency in English.
Desirable: Proficiency in any other language in the Western Pacific Region would be an added advantage.

Travel

Duty travel to support Member State and Country Office requests will be required

Remuneration and budget (travel costs are excluded):

Remuneration: USD 425 per day, 20 working days per month
Expected duration of contract: 11 months full time contract

A living expense is payable to on-site consultants in accordance with Information Note 08/2019. Travel costs are excluded from the above.
