Position: Jetty Operations Officer

Location: Batangas, Philippines

Employment Type: Full-Time

Position Summary

The Jetty Operations Officer is responsible in ensuring that all day-to-day operations at the jetty are carried out according to procedures and complying with all HSSE requirements of the Facility, including Jetties 1, 2, 3, and any future jetty/port facility. This role ensures efficient, safe, and compliant throughput operations for the company and its joint venture partners.

The incumbent will assist Jetty Operations Manager in managing the Operations Team, coordination with government agencies, and ensure alignment with the company's objectives.

Key Responsibilities

1. Operational Management & Oversight

 Conduct business in accordance with the company’s Statement of General Business Principles.

 Assist the Jetty Operations Manager in ensuring that there is an effective implementation of the company’s Business Controls Framework. This requires adherence to company policies, standards, guidelines and systems (procedures).

 Assist the Jetty Operations Manager in ensuring that key issues in the Jetty operations are identified and that action plans are developed to address the issues.

 Assist the Jetty Operations Manager in leading the Operations Team in managing jetty operations, throughput, and terminal activities.

 Ensure adherence to the Operations Manual and implement operational best practices.

 Maintain smooth coordination between the company’s, its joint venture partners and surrounding community

 Supervise jetty activities to meet safety, efficiency, and quality standards.

2. Compliance & Regulatory Coordination

 Ensure compliance with Philippine Ports Authority (PPA), Department of Environment and Natural Resources (DENR), Local Government Units (LGUs), Philippine Economic Zone Authority (PEZA), and other regulatory bodies

 Act as Pollution Control Officer

 Act as Safety Officer

 Support the company in maintaining its Foreshore Lease Agreement (FLA), Permit to Operate (PTO), and other contractual obligations with the government.

 Ensure that all environmental, health, safety, and security (HSSE) regulations are met.

 Coordinate with its joint venture partner/s for regulatory audits, permit renewals, and safety inspections.

3. Team Leadership & Stakeholder Coordination

 Assist the Jetty Operations Manager in the training of Operations Team personnel, ensuring skill development and performance excellence.

 Act as the alternate of Jetty Operations Manager in case the JOM is on leave or business travel, providing operational updates and recommendations.

 Provide support and participate in all audits/reviews

 Assist the JOM in monitoring all engineering projects in the Jetty.

 Ensure proper and secured maintenance of terminal records and files.

 Facilitate collaboration between the company’s and partners' personnel and align objectives.

 Ensure effective coordination with third-party contractors, suppliers, and consultants.

4. Safety & Risk Management

 Act as Field Commander in case of emergency and be part or the Jetty emergency response/oil spill management team and shall participate in the required training/drills

 Enforce strict HSSE policies to maintain a safe and secure jetty environment.

 Conduct risk assessments and implement measures to mitigate operational hazards.

 Develop contingency plans for emergency response and crisis management.

5. Performance Monitoring & Reporting

 Establish and monitor KPIs for jetty efficiency, safety, and compliance.

 Provide regular reports to Jetty Operations Manager on operational performance, issues, and recommendations.

 Ensure accurate record-keeping of throughput volumes, incidents, and financial expenditures.

 Ad-hoc tasks as needed

Qualifications/Experience Required:

 Bachelor’s degree in engineering, Maritime Studies, Logistics, or a related field.

 Minimum 1-3 years of experience in terminal operations, port management, or oil & gas logistics.

 Strong knowledge of maritime regulations, PPA requirements, DENR requirements, and HSSE standards. Experience in managing joint venture, multi-stakeholder operations, or shared infrastructure projects

Preferred:

 Knowledge of foreshore lease agreements, port asset transfer regulations and DENR regulations

 Certifications in HSSE, PPA compliance, or terminal operations management.
