UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the SDGs. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support both the national and local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will consider capacities, economies of scale and sector issues.

The city is the regional administrative center of the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) and over 80 percent of the population is Muslim. How can you make a difference?

Scope of Work:

Under the supervision of the PMNP Nutrition Officer and in close collaboration with the UNICEF PMNP team, the consultant will be performing the following tasks:

1. Integrated Supportive Supervision and Mentoring (ISSM)

• Provide technical and operational support in quality assurance activities for the implementation of ISSM activities at the subnational level, focusing on Nutrition, Primary Health Care, and Nutrition Leadership and Governance, through technical guidance and review functions to ensure effectiveness and consistency.
• Assist in the refinement and application of ISSM tools and guidance materials, ensuring alignment with approved PMNP frameworks and standards.
• Provide technical guidance to field teams during ISSM activities to ensure quality, consistency, and adherence to established protocols.
• Review and analyze ISSM findings and submit technical recommendations to the PMNP Nutrition Officer for consideration and action.

The PMNP Nutrition Officer will retain responsibility for overall planning, stakeholder engagement, final review and approval of ISSM outputs, and issuance of official guidance.

2. Third-Party Verification (TPV)

• Provide technical and operational guidance to field teams in implementing approved TPV protocols in selected sample PMNP LGUs.
• Support the consistent application of verification methodologies, tools, and assessment standards in the external verification exercises.
• Conduct technical reviews of draft verification reports and submit quality assurance feedback to the PMNP Nutrition Officer.
• Identify technical issues, risks, or discrepancies encountered during field implementation and provide recommended corrective actions for review and decision-making.

The PMNP Nutrition Officer will retain responsibility for approval of verification plans, final validation of TPV results, and official communication of findings.

3. Project Documentation and Reporting

• Prepare draft technical reports summarizing ISSM and TPV activities, including findings, analysis, and recommendations.
• Consolidate lessons learned and technical documentation to support PMNP reporting and closeout requirements.
• Submit all reports and documentation to the PMNP Nutrition Officer for review, consolidation, and final endorsement.

The Manila-based PMNP Officer will be responsible for final approval, submission to relevant authorities or partners, and overall project reporting.

Minimum requirements:

• Education:
  • Bachelor’s degree in Public Health, Nutrition, Health Systems Management, Social Work, or a related field.  A Master’s degree is an advantage.
• Work Experience:
  • At least 5 years of professional experience in health systems, nutrition programs, or primary health care, including operational support and field supervision.
  • Demonstrated experience in conducting supportive supervision, mentoring, or capacity-building activities at subnational or local government levels.

• Knowledge/Expertise/Skills:

  • In-depth understanding of nutrition programs, primary health care delivery, and local government health governance.
  • Experience in operationalizing and guiding ISSM activities including mentoring field teams and ensuring adherence to technical standards is considered an asset  
  • Proficiency in data collection, performance-based verification, quality assurance, and the use of assessment tools.
  • Strong ability to coordinate with multiple LGUs and regional teams, manage schedules, and ensure timely completion of tasks across multiple sites.
