Organizational Context and Scope

Under the overall supervision of the Head of Sub-Office (HoSO), the direct supervision of the National
Peace, Transition and Recovery Program Coordinator, and the technical supervision of the National
Project Officer (Climate Action) based in Manila, the Senior Project Associate – Climate Action will
support the implementation of migration and climate resilience programming in Mindanao, particularly
the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), in accordance with IOM’s
polices, standards, and commitments. 

Support the coordination and implementation of the migration and climate resilient projects including planning and monitoring of implementation of the activities aligned to the approved work plans and in alignment with IOM and donor standards.Analyse implementation difficulties and make recommendations for adjusting project implementation modalities and work plans to best reflect changing environments in the field.Regularly research, follow-up, compile, analyse and present information/data on national, regional and international developments, reports, legislation and other relevant documentation, highlighting noteworthy issues for the consideration of appropriate parties.Monitor, document, and contribute to reporting on project implementation, by collecting data, tracking progress, against planned activities, and assisting in the preparation of routine updates, reports, and documentation on outputs, challenges, and implementation issues relevant to migration and climate resilience projects.Coordinate and monitor the financial, administrative, and technical aspects of the project in line with IOM policies and donor requirements.Plan, coordinate, and conduct capacity building workshops for relevant internal and external parties.Participate in meetings and conferences and maintain effective liaison and coordination with local authorities, partners, United Nations (UN) agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project.Coordinate the preparation of correspondence, briefing notes, presentations, narrative and financial reports. Ensure status reports are prepared and submitted in a timely manner.Identify and document good practices and lessons learned; contribute to the development of Standard Operations Procedures (SOPs), policies and concept papers and support the development of new projects.Undertake duty travels in support of the programme activities in both BARMM and Manila.Perform such other relevant duties as may be assigned.

Required Qualifications and Experience

Education

Bachelor's degree on Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights Law or a related field from an accredited academic institution with five years of relevant professional experience; orHigh School diploma with seven years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;Experience in implementing migration and climate resilience related projects in the Philippines particularly in BARMM;Experience in project implementation, monitoring, reporting, and stakeholder coordination within migration, climate resilience, humanitarian, peacebuilding or community stabilization programmes; orPrior work experience with UN related organizations, international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.

Skills

Strong analytical, research, drafting and report-writing skills;Knowledge of project implementation, monitoring, and reporting processes; Ability to coordinate and liaise effectively with government counterparts, development partners, and community stakeholders;Proficiency in Microsoft Office applications, particularly Word, Excel, PowerPoint, and Outlook; andFamiliarity with the BARMM context and migration, climate resilience, peacebuilding, or community stabilization programming

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, fluency in English and Filipino are required (oral and written).

Working knowledge of any BARMM languages is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
