Plan International Pilipinas is a girl-centered community-focused non-government organization, serving the Philippines for the last 64 years.

We are a newly locally registered Foundation, connected to 80+ Plan International offices worldwide.

We work with around 7,000 partner communities, or barangays across the country, delivering programs on (PIER) Protection from Violence, Inclusive Health, Education to Economic Empowerment, and Resilience and Humanitarian.

We have 30,000 sponsored children and 2.5 million program participants, co-creating lasting impact, especially for girls.

About the Project:

Plan International Pilipinas is dedicated to improving the health outcomes of vulnerable populations in the Philippines. We are implementing the five-year "Gender-Responsive Systems Approach to Universal Health Care (GRASP-UHC)" project, aimed at strengthening Local Government Units (LGUs) to deliver affordable and equitable healthcare. This project is a collaborative effort with The Zuellig Family Foundation (ZFF), Unité de santé internationale de l'Université de Montréal (USI-UdeM), and local civil society organizations.

About the Opportunity:

We are seeking a highly motivated and experienced Project Officerto provide frontline support to the GRASP-UHC project. You will play a key role in mobilizing community participation and facilitating community-level activities to improve access to quality healthcare.

Key Responsibilities:

Technical Implementation:Work closely with project specialists to deliver quality and technically sound activities at the community level, ensuring alignment with public health principles.
Participatory Analysis:Lead community-level participatory situational analyses and consultations to identify and address health-related challenges, incorporating a gender-responsive lens.
Stakeholder Engagement:Mobilize the participation of diverse stakeholders, including community members, LGU personnel, and healthcare providers, ensuring their meaningful input throughout the project lifecycle.
Capacity Building:Design and facilitate capacity-building activities for children, families, LGU personnel, and other UHC stakeholders, focusing on strengthening local health systems.
Monitoring and Evaluation:Facilitate local participation in the planning, implementation, monitoring, and evaluation (SAPIME) of health interventions, utilizing inclusive and gender-transformative approaches.
Reporting:Prepare comprehensive community-level reports, documenting project activities and outcomes.
Emergency Response:Support emergency response activities as required, contributing to the organization's humanitarian efforts.

Qualifications:

University degree in a health-related discipline (Public Health, Nursing, etc.), Social Work, Community Development, Social Development, Social Sciences, or a related field.
Minimum of 3 years of experience implementing programs at the community level, with at least 2 years specifically in health-related projects/programs.
Strong understanding of community development principles, partnership and stakeholder engagement, networking, advocacy, data gathering, documentation, planning, implementation, monitoring, and evaluation, within a public health context.
Knowledge of children’s rights, government health programs, community-based health systems, health governance, gender equality, and inclusion, particularly in relation to public health.
Proficiency in computer applications.
Excellent communication and interpersonal skills.
Ability to work collaboratively in a diverse and dynamic team.
Ability and willingness to conduct extensive fieldwork in project areas.
Must be a Filipino national based in the Philippines.
