The World Food Programme (WFP) is the world’s largest humanitarian organization addressing hunger and promoting food security. WFP’s engagement in the Philippines has evolved significantly over time. Initially active in the 1960s, WFP concluded its operations in 1996 as conditions improved but re-established its presence in 2006 to support the peace process in Mindanao, provide life-saving emergency food assistance, and implement programmes aimed at improving nutrition and the well-being of vulnerable populations.
As of 1 March 2024, WFP is implementing the Philippines Country Strategic Plan (CSP) 2024–2028, which aligns with the Philippine Development Plan 2023–2028, the Bangsamoro Development Plan 2023–2028, and the UN Sustainable Development Cooperation Framework. The CSP is structured around three strategic outcomes and five main activities, with cross-cutting themes of nutrition, gender-transformative programming, and conflict sensitivity.
Strategic outcome 1: By 2028, communities exposed to shocks and stressors in the Philippines are better able to meet food, nutrition and other essential needs with inclusive and equitable emergency preparedness and response capacity at the national and local levels.
Strategic outcome 2: By 2028, communities vulnerable to food and nutrition insecurity in the Philippines are more resilient and can better manage risks affecting human capital gains and food systems, inclusively and equitably.
Strategic outcome 3: The Government and partners in the Philippines access WFP services that augment their interventions, upon request.

ORGANIZATIONAL CONTEXT:
In the Philippines, WFP works alongside the Government, local communities, development partners, and the private sector to strengthen disaster preparedness, improve nutrition, support resilient food systems, and enhance emergency response capacities. From supporting anticipatory action ahead of typhoons to advancing digital innovations and school feeding programs, WFP combines operational expertise with strategic partnerships to address some of the country’s most pressing challenges.
Japan has long been one of the WFP’s key global partners, supporting initiatives that strengthen resilience, food security, and disaster risk reduction across the Philippines. This consultancy offers an opportunity to contribute directly to high-impact partnerships and strategic engagement with one of WFP’s most important donors.

The Partnerships Officer (Japan Engagement Consultant) will work under the direct supervision of the Head of the Partnerships, Communications and Reports (PCR) Unit and the overall guidance and oversight of the Representative and Country Director.
JOB PURPOSE:
With a focus on WFP Japan relations, the consultant will support in the delivery of a range of partnership and communication activities. The primary objective of this position will be to support donor relations, develop partnership opportunities, and support communications and visibility initiatives with the Embassy of Japan, WFP Tokyo Office, the Japan Association for the WFP, Japan International Cooperation Agency, Japanese NGOs, private sector organizations and foundations, therefore supporting the implementation of WFP Philippines Country Strategic Plan (CSP) 2024-2028 through resource mobilization and activities that enhance WFP’s visibility and reputation.
KEY ACCOUNTABILITIES AND RESPONSIBILITIES (not all-inclusive nor exhaustive):
As delegated by the Head of the Partnerships, Communications and Reports Unit, the Partnerships Officer will have the following key responsibilities:
Undertaking marketing research and scoping exercises to identify partnership and resource mobilization opportunities for WFP.
Manage the liaison and corporate dialogue between Japanese organizations (particularly the Embassy of Japan and WFP) and proactively highlight strategic opportunities, nurture trust and interest in the work of WFP, and facilitate partnership growth.
Contribute through networking to establishing new partnerships with Japanese organizations, especially the private sector companies with significant footprint in the Philippines.
Manage, when needed, the translation into Japanese of press releases, media advisories, social media posts, and the development and quality assurance of funding proposals.
Support, when needed, the preparation of events (such as the visits of foreign dignitaries, field visits of representatives from the Embassy of Japan, the media, and other relevant donors to WFP operations) that can advance WFP interests and objectives.
EXPECTED DELIVERABLES
Stakeholder mapping and profiling of Japanese donor, private sector, NGO, and foundation partners.
Research reports and opportunity assessments on partnership and resource mobilization prospects.
Briefing notes, presentations, and engagement materials for meetings with Japanese stakeholders.
Funding proposals, concept notes, and partnership documents developed or quality assured.
Translation and review of communications and visibility materials in Japanese.
Coordination and support for donor visits, field missions, and partnership events.
Partnership tracking reports, meeting summaries, and follow-up action plans.
Contributions to donor visibility, communications products, and partnership reporting.
Recommendations to strengthen WFP Philippines' strategic engagement with Japan.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
Demonstrated experience in partnership development, donor engagement, resource mobilization, and private sector outreach, preferably within an international organization, development agency, or United Nations environment.
Strong understanding of government and corporate priorities, stakeholder management, and multi-stakeholder partnership development, with a proven track record of identifying and cultivating new partnership opportunities and supporting the expansion of existing collaborations.
Proven experience in communications, proposal development, donor visibility initiatives, briefing materials, and the coordination of events, missions, and stakeholder engagements related to humanitarian, development, or social impact initiatives involving Japanese stakeholders and organizations.
Experience leveraging digital tools and data-driven insights to support partnership development, resource mobilization, and strategic decision-making.
Ability to quickly assimilate and apply UN/WFP policies, systems, and procedures. Prior experience working with the United Nations system or other international organizations is highly desirable.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced university degree in Political Science, International Development, Development Economics, International Relations, Law, Marketing, Communications, or another relevant field; or
First university degree with additional years of relevant professional experience and/or specialized training.
Experience:
Minimum of three (3) years of relevant professional experience with an advanced university degree, or five (5) years with a first university degree.
Demonstrated experience in partnership development, private sector engagement, resource mobilization, stakeholder engagement, communications, or related fields, preferably within an international organization, development agency, or United Nations environment.
Proven experience engaging with private sector entities, foundations, government institutions, development partners, and international organizations, including exposure to the Japanese business community in the Philippines.
Familiarity with Japanese communication approaches, business culture, and Japan’s priorities, participation, and engagement with international organizations and development initiatives.
Experience supporting partnerships, communications, proposal development, donor visibility activities, and multi-stakeholder collaborations related to humanitarian, development, or social impact initiatives involving Japanese stakeholders.
Knowledge of the Philippine private sector and corporate social responsibility (CSR) landscape is highly desirable.
Language: Excellent written and oral/Communications skills in both English and Japanese.
