PROJECT OVERVIEW

Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Department of State. EpiC is a global project that provides strategic technical assistance and direct service delivery to achieve HIV epidemic control, strengthen global health security (GHS) and outbreak response, improve maternal and child health (MCH) nutrition, and addressing malaria. EpiC is led by FHI 360 with core partners Right to Care, Palladium International, and Population Services International. In the Philippines, the U.S. Department of State is funding EpiC to implement GHS activities, focusing on strengthening the Department of Health (DOH) and local government units in preventing, detecting, and responding to public health threats.

EpiC GHS provides strategic technical assistance with a national scale and strategic depth, focusing on the following Technical Areas, namely: Zoonotic Diseases, Biosafety and Biosecurity, National Laboratory Systems, Surveillance, Public Health Emergency Management, Infection Prevention and Control, and Evidence-Based Public Health Messaging and Community Engagement. All key activities are aligned with and informed by national policies and strategies, including the National Action Plan for Health Security 2025-2030 (NAPHS), the National Framework of the Philippine Health Laboratory System (PHLS), and the National Laboratory Strategic Plan (NLSP) 2025–2030.

JOB SUMMARY

The Technical Officer – Surveillance will serve as facilitator, and systems integrator supporting the implementation of EpiC-supported One Health and Health Security activities. The consultant will work closely with IHR-External Relations Unit (IHRERU) and relevant stakeholders to facilitate multisectoral collaboration, strengthen operational linkages across technical workstreams, and support the translation of policies and frameworks into practical implementation approaches.

The Technical Officer -Surveillance will help ensure that activities related to surveillance, disease intelligence, laboratories, genomic surveillance, preparedness, response, simulation exercises, and governance strengthening contribute to a coherent and functional One Health and Health Security system. The role will emphasize operational coordination, stakeholder engagement, problem solving, implementation support, and implementation of EpiC-supported One Health and Health Security activities at national and subnational levels.

KEY RESPONSIBILITIES

• Monitor the implementation and progress of health security initiatives and commitments, such as the National Action Plan for Health Security (NAPHS), by coordination with relevant offices within and outside the Department of Health (DOH);

• Document discussion during technical meeting related to the NAPHS and related activities;

• Serve as secretariat support to health security-related committees, technical working groups, and coordination mechanisms, such as the Philippines Inter-Agency Committee on Zoonoses (PhilCZ), and document proceedings.

• Assist in the administrative and technical preparation for the Philippines hosting of the Second ASEAN One Health Network Meeting.

• Assist in the development of relevant communication such as memoranda, position papers, and letters pertaining to International Health Regulations and health Security.

• Conduct global scanning and monitoring of actions taken by the relevant offices within and outside the DOH on endorse heath events by other NFPs

• Support multisectoral coordination and implementation of EpiC-supported One Health Security activities such as development of LGU One Health SARI playbook, support strengthening of Community Event-based Surveillance (CEBS), Community Event-Based Surveillance and Response (CESR) and One Health HPAI Genomic Surveillance Pilot;

• Perform other functions as may be assigned by the Director IV of the Epidemiology Bureau or Section Lead from time to time.

  MINIMUM QUALIFICATIONS

  • Demonstrated experience in supporting the implementation of surveillance systems such as but not limited to case- and event-based surveillance

  • Ability to collaborate for the development of innovative and creative solutions to address process bottlenecks in current surveillance system workflows

  • Proven experience working with government agencies, particularly the Department of Health, to support development and implementation of strategies and plans

  • Strong communication skills to communicate clearly, professionally and effectively with diverse stakeholders, including government agencies, international partners, healthcare institutions, and technical teams.

  • Strong technical writing and synthesis skills.

  • Experience with U.S. Government or donor-led projects and/or non-governmental organizations (NGOs) is an advantage

    WORKING CONDITIONS AND TRAVEL REQUIREMENTS

    • Usual office working conditions.

    • Ability to travel domestically at least 30%.

      EDUCATION/EXPERIENCE

      • Bachelor's degree or its international equivalent in public health, nursing, social sciences, development studies, or related fields

      • At least 3 years of combined national and international experience working in disease surveillance programs and development of disease surveillance systems

        The expected hiring salary range for this role is PHP 720,000 - 840,000 annually for basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay, and budget. For internal candidates, salary placement will also follow FHI 360’s current promotional increase guidelines.
