  Organizational Setting and Reporting Relationship

  The position of Energy Specialist is assigned to the Energy Sector Division (SD1-ENE) within the Sectors Department 1 (SD1). You will be based at our Headquarters in Manila, Philippines and relocation is required. All reasonable relocation expenses will be covered.

  You will report to Director, Energy and will oversee junior team members.

  Your Role

  As an Energy Specialist, you will formulate and articulate energy sector policy and strategies, engaging developing member country (DMC) governments in policy dialogue, and conducting ADB's activities to support sector policy and reforms, with the responsibility to identify opportunities for energy transition, in line with ADB's 2021 Energy Policy (as amended in 2025). You will support the identification, development, processing and implementation of investment and technical assistance (TAs) projects and non-lending products and services (NLPS) in the energy sector that contribute to ADB's goal of reducing poverty. In addition, you will support the development of private sector development and explore public private partnership transactions. You will oversee and ensure the quality of project development, implementation, administration and overall results for loans, TA projects, and non-lending products and services in the energy sector. You will build effective partnerships with other departments such as Climate Change and Sustainable Development Department (CCSD), Office of Markets Development and Public-Private Partnership (OMDP), Private Sector Operations Department (PSOD), and the regional departments (RDs), and with cofinancing units to deliver value-added services to the DMCs.

  You will:

  • Contribute to the development of policy and strategies in the energy sector for sustainable and low carbon development in the DMCs, in consultation with relevant government agencies and resident missions in the region. Collaborate with other sector offices and departments in ADB to propose integrated solutions in response to DMC needs.
  • Conduct policy dialogue with the governments to develop and execute appropriate policies and undertake energy sector reforms, both structural and regulatory reforms to ensure efficient use of resources and create an enabling environment for private sector participation.
  • Contribute towards developing adequate legal frameworks, accountability, stakeholder engagement, and oversight mechanisms to ensure improved energy access, energy efficiency, and just energy transition. Guide and lead the team's other energy specialists in their work with governments to incorporate these mechanisms in projects and policies.
  • Contribute to the preparation, processing, and administration of sub-regional and DMC specific loan, grant, and technical assistance (TAs) in the energy sector with due attention to country's development policies and projects.
  • Contribute to the development and design of new lending projects and programs in the energy sector.
  • Provide inputs and comments on energy sector issues in the initiation, development, processing and administration of loans, grants, and TAs. Propose appropriate contract modalities and lead discussions on procurement issues including review of bidding documents, bid evaluation reports, and consultant recruitment.
  • Closely coordinate with RDs, resident missions (RMs), Office of Safeguards (OSFG), and CCSD in identifying, developing, implementing, and administering loans, grants, and TAs for the energy sector.
  • Oversee/ensure quality and compliance of lending and non-lending products and operations with respect to energy policy and strategies. Ensure key technical, economic, financial, and cross-cutting issues are incorporated into projects.
  • Identify the priority areas in the energy sector in the region/countries assigned, undertake upstream and analytical work, and propose the modality and nature of the required loans and TA support.
  • Develop and maintain strategic partnerships with external partners for knowledge and project opportunities. Respond to external inquiries.
  • Contribute to internal and external training and conferences on clean energy and other relevant activities for advocacy, dissemination, and knowledge sharing.
  • Support reviewing and quality control of documents submitted to senior management and the board to ensure compliance with the ADB policies and regulations.
  • Lead, supervise, and support reporting staff, including their performance and development. Ensure the ongoing learning and development of reporting staff. Mentor junior staff and support their learning and integration into SD1-ENE.
  • Perform other duties as assigned and reflected in your workplan.

    Qualifications

    You will need:

    • A University degree or equivalent in engineering, economics, finance or business administration, or related fields; preferably at post-graduate level or its equivalent.
    • At least 6 years of relevant professional experience in energy policy, regulation and projects, in both the public and private sectors with international experience working in several countries.
    • Credible expert in energy policy and governance with recognized ability to lead projects and share relevant knowledge to benefit the broad ADB community.
    • Broad expertise within a specific area of ADB's operations (economic, sector, or thematic), or breadth across multiple areas with in-depth knowledge within one area.
    • A sound understanding of the energy sector technologies and energy transition pathways, including some awareness of nuclear power.
    • Two years of relevant experience outside ADB within the past five years is required. Years as an ADB-engaged consultant or contractor are considered experience outside of ADB.
    • Written and verbal proficiency in English

        Additional Information

        This position is crucial to the Workforce Rebalancing Framework (2022-2027), a strategic initiative aimed at enhancing ADB's in-house expertise previously sourced from the external workforce. The role seeks seasoned experts with substantial field experience capable of leading policy dialogue, and projects focused on delivering knowledge solutions. Successful applicants may occasionally undertake short-term assignments in other departments or offices, when required.

        This appointment is open to internal and external applicants.

        This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
