Safety Officer

Primary Function:
The Safety Officer is responsible for ensuring compliance with NGCP Safety Rules , DOLE Occupational Safety and Health Standards , and company HSE policies. The role focuses on hazard
identification, accident prevention, safety monitoring, and promoting a safe working environment within transmission substation projects.
Duties and Responsibilities
1. Safety Compliance & Implementation
Enforce compliance with:
o NGCP Safety Rules and Regulations
o DOLE Occupational Safety and Health (OSH) Standards
o Company HSE policies and procedures
Implement site-specific Safety and Health Program (SSHP).
2. Site Safety Monitoring
Conduct daily safety inspections of:
o Substation work areas
o Electrical installation, lifting, and working-at-height activities
Identify unsafe acts and conditions and recommend corrective actions.
3. Risk Assessment & Permit Control
Assist in Job Hazard Analysis (JHA), Risk Assessment, and Method Statement reviews.
Monitor Permit-to-Work (PTW), LOTO, and switching coordination compliance.
Ensure high-risk activities are properly controlled.
4. Incident Reporting & Investigation
Investigate accidents, incidents, and near-misses.
Prepare incident reports and recommend corrective and preventive actions.
Coordinate with management and NGCP for incident reporting requirements.
5. Safety Training & Toolbox Meetings
Conduct safety orientations, toolbox meetings, and safety briefings.
Ensure workers have valid safety trainings and certifications.
Promote safety awareness and continuous improvement.
7. Emergency Preparedness
Implement emergency response plans.
Conduct drills for fire, electrical shock, and other emergencies.
Ensure availability and readiness of emergency equipment.
