For every child, the right to education
UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the SDGs. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support both the national and local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will consider capacities, economies of scale and sector issues.
UNICEF Philippines has two offices. One office is based in Manila and a field office in Cotabato City, the second largest city in Mindanao, Southern Philippines, with some 300,000 population. The city is the regional administrative center of the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoons.

How can you make a difference?
Under the direct supervision of UNICEF Education Specialist, the ALS Consultant will focus on delivering the following in close coordination with MBHTE through the Bureau of Alternative Learning System (BALS).
Tasks:
Task 1: Cofacilitate with UNICEF and MBHTE-BALS one three-day regional workshops (and provide relevant and detailed documentations of the workshops) aimed at consulting ALS stakeholders across BARMM about ALS implementation to inform the Roadmap: achievements, problems or bottlenecks, and responses to problems and bottlenecks.
Task 2: Develop the consultation design/guide and facilitate series of consultations with LGUs through the Local School Boards (LSB) about ALS implementation to inform the Roadmap: achievements, problems or bottlenecks, and responses to problems and bottlenecks.
Task 3: Based on the data collected from Tasks 1 and 2, draft the ALS Regional Implementation Roadmap.
Task 4: Develop the validation design/guide and facilitate series of validation workshops with stakeholders (MBHTE, LGU, out-of-school children and youth) to enrich the draft Roadmap from Task 3.
Task 5: Finalize the Roadmap.
Deliverables:
- One three-day regional workshops have been facilitated or organized
- Relevant and detailed documentations of the workshops drafted
- 10 consultation sessions have been conducted across BARMM to represent the 10 schools division offices of MBHTE; 1 additional session is needed for the regional-level consultation session
- Technical support includes developing the consultation design, delivery of the consultation, and facilitating the consultation sessions
- Draft 1 of Regional ALS Implementation Roadmap has been developed 10 consultation sessions have been conducted across BARMM to represent the 10 schools division offices of MBHTE; 1 additional session is needed for the regional-level consultation session
- Technical support includes developing the validation design, delivery of the validation design, and facilitating the validation workshop sessions. I have added these information under the deliverable
- Final version of the Roadmap has been developed and a one-day regional launch has been conducted

Minimum requirements:
- Education: Bachelor’s Degree in related fields: Education, Development Work, Policy Development, etc
Knowledge/Skills/Experience:
- Technical knowledge and skills in education, M&E, policy development
- Coordination and consultative skills particularly with identified government and non-government ALS stakeholders
- Strong analytical and writing skills particularly in policy and roadmap development
- Familiarity on context of BARMM especially island provinces
- Actual experience on policy development for education in any UN agencies or other organization/office is an advantage.
