Mechanical Engineer (Design Management)

Project Scope: Philippines South Commuter Railway Project Design Management and Coordination Technical Support for Construction and Commissioning Key Responsibilities 1. Design Management

• Manage and oversee subcontracted mechanical design work.
• Review and approve mechanical design drawings, calculations, specifications, and technical documents.
• Ensure compliance with project requirements, applicable codes, standards, and regulations.
• Coordinate design interfaces with other disciplines (Architectural, Structural, Electrical, Process, etc.).
• Conduct technical reviews and resolve design-related issues.

2. Design Coordination

• Act as the primary technical interface among the Owner, PCM team, construction team, consultants, and subcontractors.
• Facilitate technical meetings and coordinate design-related discussions.
• Review BIM models and coordinate clashes with multidisciplinary teams.
• Receive, review, and distribute design information related to other trades.

3. Approval & Documentation Management

• Prepare and issue RFIs (Request for Information) and RFCs (Request for Clarification) to the Owner.
• Manage Working Drawings and Coordinated Installation Drawings, including review and submission to the Owner.
• Review Material Approval Requests (MAR) submitted by subcontractors and secure required approvals.
• Prepare and submit design change proposals and supporting documentation.
• Maintain design records and document control throughout the project lifecycle.

4. Construction Support

• Provide technical support during construction activities.
• Conduct site inspections to verify compliance with approved design documents.
• Assist in troubleshooting and resolving mechanical engineering issues during construction.
• Support subcontractors in addressing field engineering issues.

5. Commissioning & Project Closeout

• Support commissioning activities for mechanical systems.
• Review testing and commissioning documentation.
• Verify design compliance during commissioning and startup.
• Prepare, review, and submit As-Built drawings and final project documentation to the Owner.

Qualifications Education: Bachelor's degree or higher in Mechanical Engineering. Experience:

• Minimum 5~10 years of experience in mechanical engineering design and project execution.
• Experience in infrastructure, or large-scale construction projects preferred.
• Experience coordinating design consultants, contractors, and owners.
• Experience with design reviews, material approval processes, and design change management.

Technical Skills

• Strong knowledge of HVAC, Utility, Plumbing, Fire Protection, and Mechanical Systems.
• Understanding of international codes and standards.
• Proficiency in AutoCAD, Revit, and BIM coordination tools.
• Ability to review engineering calculations and technical documents.
• Familiarity with commissioning and startup activities.

Soft Skills

• Strong communication and coordination skills.
• Problem-solving and technical troubleshooting capability.
• Ability to manage multiple stakeholders and priorities.
• Fluent in English (written and spoken) preferred
