TERMS OF REFERENCE

The Government of the Philippines, in partnership with UNICEF and WHO, will host the Second Global Ministerial Conference (GMC) on Ending Violence Against Children (18–19 November 2026, Manila). The Conference aims to renew political commitment, showcase progress, generate new financial and policy pledges to accelerate action to end violence against children, with a strong focus on prevention at scale, particularly through:

• Parenting and caregiver support
• Safe and enabling schools
• Strengthened response systems

It will also highlight emerging priorities, including:

• Tech-facilitated violence
• Humanitarian and climate-related risks
• Intersections between violence against children and violence against women

Building on momentum from the first GMC, where over 100 member states made commitments, this Conference will showcase progress on existing pledges, generate new and more ambitious commitments, and promote inclusive, cross-sectoral engagement across health, education, justice, digital, and social welfare sectors.

The Conference also presents an opportunity to strengthen integrated and government-led child protection systems, including localization efforts at sub-national level, and to promote sustainable, prevention-focused approaches that address violence against children across humanitarian, development, and digital contexts.

The conference will focus on evidence-backed breakthroughs on digital or technology-facilitated harms, parent and caregiver support, safe enabling schools, humanitarian/climate context, and the gender link between violence against women and violence against children, as well as child-friendly response services.

In addition to the Global Ministerial Conference, a number of Violence Against Children (VAC)-related conferences will also be taking place in Manila during 2026. This includes the ASEAN ICT Forum, among other events, including Safer Internet Month. UNICEF is proceeding with many new and emerging communication priorities in children’s inclusion, participation and protection in the digital environment, including protection through digital education as well as AI technology.

The purpose of this assignment is to develop and implement a comprehensive communication approach and deliver high-quality communication outputs that support UNICEF Philippines and partners in strategically positioning the Global Ministerial Meeting on Ending Violence Against Children, enhancing visibility through content development and amplification of key messages and results, and contributing to advocacy outcomes before, during, and after the conference, the ASEAN ICT Forum, Safer Internet Month and other related events.

Scope of Work:

The consultant will report to the UNICEF Philippines Advocacy and Communication Section and work closely with the Child Protection Section, as well as Health, Education, and other teams.

Under the supervision of UNICEF Philippines Advocacy and Communication Section, the consultant will undertake the following:

A. Strategic Communication Planning

• Develop a communications and visibility plan for UNICEF Philippines’ engagement in the GMC, ASEAN ICT Forum and Safer Internet Month (pre-, during, and post-event). It should align with UNICEF’s global positioning on ending violence against children.

• Align messaging with global GMC, ASEAN ICT Forum and Safer Internet Month positioning and national priorities.

• Identify key channels to engage identified audiences (government, media, civil society, development partners, partners, private sector partners) and tailor communication approaches, including respectfully engaging survivors in a dignified and inclusive way.

B. Content Development

• Coordinate production of UNICEF Philippines multimedia assets (videos, graphics, social content).

• Repackage existing human-interest stories from the Philippines showcasing solutions and impact.

• Coordinate and ensure quality control of videographer and photographer on event coverage output.

• Ensure content alignment with GMC, ASEAN ICT Forum and Safer Internet Month themes such as prevention, systems strengthening, and youth engagement.

C. Media and Digital Engagement

• Produce messaging briefs and talking points (for UNICEF representative and other senior leadership).

• Support the planning and execution of media outreach for UNICEF Philippines, such as preparing media briefs.

• In consultation with the country office digital team, draft social media content packages.

D. Event Communication Support

• Provide communication support for selected GMC sessions, ASEAN ICT Summit, Safer Internet Month or related events.

• Contribute to real-time content generation during the GMC, ASEAN ICT Forum and Safer Internet Month (e.g., social media, quotes, highlights).

• Ensure visibility of UNICEF and key partners in official and side events.

E. Coordination and Liaison

• Work closely with UNICEF sections (Child Protection, Health & Nutrition, Education, Social Protection) and support UNICEF staff members to liaise with external partners.

• Coordinate with global and regional advocacy and communication teams to ensure consistency of messaging and materials.

• Support UNICEF staff members to align with Department of Health media and communication counterparts and other government media stakeholders.

Safeguarding and Ethical Participation

• Ensure that conference-related media and communication activities are conducted in accordance with UNICEF safeguarding, child safeguarding, and Protection from Sexual Exploitation and Abuse (PSEA) standards.

• Support safe, inclusive, and ethical participation approaches, particularly for children, adolescents, survivors, and vulnerable groups engaged in preparatory processes.

F. Monitoring and Reporting

• Develop and implement a monitoring framework to track communication outputs and reach.

• Provide regular updates and a final report summarizing:
• Key outputs delivered
• Media and social media results
• Lessons learned and recommendations

G. Other Advocacy and Communication Deliverables

• Other deliverables as agreed by the supervisor and consultant.

Specific Deliverables

The consultant will be responsible for the following outputs:

1. Communication strategy and workplan leading up to the GMC, ASEAN ICT Forum and preparations for Safer Internet Day, including timelines and workplan, and other related events.
2. Content strategy, media strategy, and action tracker.
3. Key advocacy and communication assets (media messaging, social media packages, conference coverage outputs).
4. Monitoring report summarizing key outputs, reviewing media and social media results, and drafting communication lessons learned and recommendations.

Minimum requirements:

• Education:

Degree in communication, social sciences, humanities, education, marketing, public relations, digital communication, or related field.

• Work Experience:

At least 5–7 years of relevant experience in the communication Philippines on: • Health and Social issues • Government coordination and policy processes • Familiarity with Philippine media government systems with Department of Health is required.

• Skills (optional) :

Strong writing and editing skills across multiple formats is required

Media engagement/pitching

Social media strategy

Copy writing for social media

• Language Requirements:

English and Filipino

Desirables:

Familiarity with child protection, violence prevention, or public health issues is an asset Experience working with UN agencies or international organizations is desirable

Experience supporting international conferences and events.
